Mr. Deputy Speaker, Sir, the monies Members of Parliament are allocated every year range from Kshs15 million to Kshs18 million. Last year Mutito Constituency received about Kshs17 million yet Mwitika market is the headquarters of the division. To get electricity from where it is to Mwitika, the quotation which was given was about Kshs40 million. The Ministry has been allocating money from other donors like the French and even the Kenya Power Company. Mr. Deputy Speaker, Sir, my Question is very clear. I asked about those two centres because we know there is money which the Ministry is allocating to friendly constituencies. That is why some constituencies are being given Kshs15 million while other neighboring constituencies are getting about Kshs100 million for rural electrification. Could the Assistant Minister tell this House the criteria that he uses to allocate money, other than the one which is used for rural electrification?

Thank you Mr. Temporary Deputy Speaker, Sir. I stand here to strongly oppose the extension for the simple reason that we are not going to do work here when the male Members of Parliament are not sensitive to constitutional issues which are being raised. We are not going to sit here and do something which is unconstitutional. I support the women of this country. The women of this country must have a say. Gone are the days when men used to carry the day. Wake up and smell the coffee. The women of Kenya must have their way!

Madam Temporary Chairlady, while I agree with you that we must move on, we must also try to avoid ambiguity. Clearly, from the discussion we are having here, you would realize that we as lawmakers cannot agree on the difference between and the vote. Therefore, I want to support that we delete this clause, so that ambiguity is clarified.

Madam Temporary Deputy Chairlady, going by the precedence which has just been set here and taking into account that we have asked for the leave of the House that if there are further amendments, we can also move them on the Floor of the House, just the way we have agreed on three commissioners which has just been proposed here, I would like to support the amendment by my good friend, Mr. Mbadi, that we to reduce the number to four commissioners.

On a point of order, Madam Temporary Deputy Chairlady. We are moving on very well but just on a matter of procedure; now that the proposer of the amendments to Clause 6 which we have just passed is an Assistant Minister, what is the direction of the Chair? Do we need to amend it so that it can appear that the Vice- Chairman is the one who has moved it? What appears here is Mr. Gabbow who is now an Assistant Minister. I seek your direction.
