Mr. Speaker, Sir, I would want to seek your direction. The Question is very important to the people of Mutito and Kenyans at large. The Assistant Minister has been purporting to answer it, but he now says that it is not under his Ministry. Would I be in order to ask that this Question be directed to the relevant Ministry, so that we can interrogate it further?

Mr. Speaker, Sir, the Assistant Minister has talked of levels through which to upgrade a dispensary. Mutito Sub-District Hospital is certainly at level four, and it is 20 kilometres away from Zombe District Headquarters. Could he then commit himself to building a morgue at Mutito Sub-District Hospital since the hospital is at an appropriate level?

On a point of order, Mr. Speaker, Sir. Thank you for that statement. However, there is a trend that is emerging, which is worrisome. Some media houses are taking the liberty to create an impression that there is conflict. That the Office of the Speaker is interfering with the running of the House Business; not only the Office of the Speaker, sometimes, some media houses, without any basis take upon themselves to run the business of this House even without any facts, causing anxiety and animosity among the public.

Mr. Speaker, Sir, would I be in order to request that such media houses be admonished; that the issue of running the business of the House shall be left to the House? These speculations are causing undue anxiety to the public and the House. A good example is the issue you have just ruled on. Some media of houses have gone to an extent of alleging that the Chair, who is the Speaker himself, is protecting the removal of the Chairperson of that Committee. asked the Minister for Youth Affairs and Sports:- (a) whether he could state the amount of money spent in upgrading polytechnics in the 2009/2010 Financial Year as well as the amount utilized in the 2010/2011 Financial Year for the purpose; (b) how many polytechnics were established in the 2010/2011 Financial Year; and, (c) what criteria is used in selecting the constituencies/districts to establish youth polytechnics and whether Mutito Constituency meets such criteria.

Mr. Speaker, Sir, I want to thank the good Assistant Minister for this answer. However, I want to inform the Assistant Minister who comes from this region that Mbitini is not in my area. Mbitini is actually in Kitui Central Constituency, and yet it has been included in this answer. When will the Assistant Minister include Mathulini Polytechnic which was in the list of the polytechnics to be constructed at a cost of Kshs5 million? I did hand over the letter of request to the Assistant Minister, and yet it does not appear among those where Kshs5 million has been ...

Could she give a commitment that she will visit Mutito to see for herself the dilapidated state of these polytechnics and decide how she will encourage our people by equipping those institutions?

Mr. Speaker, Sir, it is very disappointing to hon. Members and, indeed, Kenyans when they listen to Ministers coming to the Floor of the House and every time we ask questions they tell us: âWhen funds are availableâ. Could the Minister tell this House how much his Ministry has set aside to upgrade the roads to bitumen standard? Are the roads going to be done on county basis, and when will that happen?
