  • 7 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, other than to commend the good Assistant Minister--- I hope that other Ministers will emulate this Assistant Minister. I really want to thank him. view
  • 7 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. We stand guided by your ruling. However, there are instances where matters of national importance have come in and we find both the Speaker and the Deputy Speaker are not in. Members of the Panel are sitting on the Chair on behalf of the Speaker. Could you give further directions on what hon. Members would be required to do at such points in time? view
  • 6 Oct 2010 in National Assembly: asked the Minister for Roads:- (a) whether he is aware that the construction works of Nzeu bridge along Kitui-Kibwezi Road, whose contract was advertised and awarded over 5 years ago, has not commenced; and, (b) what measures the Ministry is taking to ensure that the construction begins. view
  • 6 Oct 2010 in National Assembly: Mr. Speaker, Sir, indeed, we have had consultations with the Assistant Minister, and like he has said, his officers have misled him. So, he is yet to go and verify those facts and come back to me with a position which I am okay with. view
  • 5 Oct 2010 in National Assembly: Mr. Speaker, Sir, we are dealing with a Government which is quite insensitive to the plight of the unemployed in this country. These people did the same work and were paid Kshs250 per day. By the time that project was over, the cost of living had also gone up, yet the Government decided to pay them at a lower rate. Could the Minister demonstrate that this Government is concerned about Kazi kwa Vijana Programme and the young people who are not employed by increasing this rate as opposed to reducing it? view
  • 5 Oct 2010 in National Assembly: Mr. Speaker, Sir, if I heard the Assistant Minister correctly, he did say that there were other cases apart from this one of using the PCK vehicles and staff to construct the houses. Which are these other cases? Could he table them here? view
  • 29 Sep 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to imply that there are officers in the constituencies who are dealing with the highways and yet, if you go to the offices at the constituency or district level, the engineer in charge will tell you that they are only in charge of Class D roads; and any other class of roads below that? If you have a query to raise about the highways, you have to consult the people in Nairobi. Is he in order to mislead the House? view
  • 29 Sep 2010 in National Assembly: asked the Minister of State for Defence:- (a) why Mr. Charles Ndumbu Solomon (Service No.8350), who retired from the Kenya Army in November 2005, has not been receiving his monthly pension; and, (b) when the Government will start paying him the pension as well as other arrears that are due. view
  • 29 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I wish to thank the good Assistant Minister for this answer and also remind him that he brought a Bill which was passed in this House, discussing the modalities of paying pensions to people when they retire. I want to agree with him that the first part of the answer is correct about the arrears. What is in contention is the pension money. He has provided these documents to the service. I followed it up by a letter enquiring about the same, but did not get any response from the Ministry of State for Defence. My ... view
