Mr. Speaker, Sir, I want to thank the Minister for that good answer. I want to ask him whether he is aware that the project is encountering some handicaps because the farmers cannot afford the price of linings. In areas like Ukambani you will need to have linings which cost up to Kshs60, 000 and Kshs80, 000. Could the Minister consider cushioning that expense so that the project can be successful?

Mr. Speaker, Sir, I want the Minister to consider the lining again, because what he has said is about a waiver, but the farmers who are targeted are small scale farmers. So, would you be able to disseminate that information to your officers on the ground so that they are able to assist the farmers, since the farmers are supposed to buy these liners individually as opposed to collectively?

Mr. Speaker, Sir, I concur with him that it is not only Thika-Nairobi Road where signposts are vandalised, but on many roads in this country. What is the Ministry doing to ensure that it safeguards against vandalism because it looks like it has become the order of the day on our roads?

Mr. Speaker, Sir, I would like the Minister to clarify to this House that in his answer, he said that Multichoice (K) Ltd. or DSTV charges throughout the continent are at the same rate. Dr. Khalwale has just laid on the Table figures to show that South Africa is charged lower than what is charged in Kenya. Could the Minister lay on the Table facts and figures to show that they are all charged the same or agree with Dr. Khalwale that there is disparity in charges between the two countries?

On a point of order, Mr. Speaker, Sir. Yesterday in the afternoon, I had a Question on the Order Paper which was directed to the Minister for Fisheries Development and the Speaker did direct that the Question appears on the Order Paper today. I saw the Minister here willing to reply and I am here and willing to ask, but the Question is not on the Order Paper. Could you give us your direction?

Mr. Temporary Deputy Speaker, Sir, I beg the Chair to get where we are heading to. The REA, which is basically a Government agency, is pumping money into a private company, which has, of course, been overcharging everybody. The Government is a minority shareholder in KPLC, into which the Government is pumping money. So, we are asking: Is the Government pumping money, and we are losing in this? Why is it that the Government is pumping money into the KPLC? These assets belong to the KPLC.

Mr. Temporary Deputy Speaker, Sir, is it in order for the Assistant Minister to continue avoiding answering questions? The question is: Why is the Government investing in a private company? Is it just because, Trans Century, which is connected to some people in Government, has got a majority shareholding in the KPLC? Why is the Government investing in the KPLC?
