  • 4 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to equate divergent views from the other faiths to wanting to cause chaos? Could he substantiate that or withdraw because when Christians stand up and say that they feel the Kadhis court should not be in the Constitution, that does not mean they are out to cause chaos. view
  • 4 Mar 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to comment on the Presidential Address. From the outset, I want to thank the President for the visionary statement he gave and, particularly the caution he gave to politicians when he said that our utterances as politicians, and as hon. Members, must be weighed so that they do not affect the economy of this country. Many a times we, politicians and leaders, do make statements which scare away investors and people who want to come and do business in this country. That was very wise counsel from a ... view
  • 3 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has just said that they have not been provided with funds to open the NCPB stations, what concrete steps is the Government taking to ensure that those NCPB stores are opened, because the short rains are here with us and farmers are incurring losses? view
  • 2 Mar 2010 in National Assembly: Mr. Speaker, Sir, could the Minister, in view of the fact that farmers have incurred huge losses through a fault that was not their own - it was negligence by the Government - consider compensating the farmers for that loss? view
  • 2 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The Minister has not answered my question. My question was specific. I asked: In view of the losses that the farmers have incurred, could he consider compensating them? view
  • 2 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Hardly two minutes ago, another Assistant Minister stood here and told us he had an answer which was insufficient. Now the Assistant Minister for Energy is telling us he has yet another answer which is wrong. Is this a way of answering Questions in this Old Chamber or are Ministers not taking Questions from hon. Members seriously? view
  • 2 Mar 2010 in National Assembly: Mr. Speaker, Sir, this is one of the international roads which cut through the northern corridor. Indeed, what hon. Nyamai has said is true, that designs for this work have been done three times. In 1974 and 1994, design works were done. Last year, hon. Ngilu, hon. Nyamai and I, walked out of a meeting where Ministry’s officials had come to discuss design works. We realized that nothing was being done. view
  • 2 Mar 2010 in National Assembly: Could the Assistant Minister be more specific as to when the design works will be completed? When will construction works on this road start? Where will the funds come from? view
  • 24 Feb 2010 in National Assembly: Thank you Mr. Deputy Speaker, Sir. I stand to oppose this Motion. Clearly this House refuses to be used as a rubber stamp. This is not the first time when we see a list being brought here and we are just expected to pass it because a few individuals have sat down together and decided these are the names which are going to approved. It is clear that the Grand Coalition Government has been unable to resolve its dispute and it is dragging its business into this Parliament. Just the other day, they were unable to agree on the Leader ... view
  • 2 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, the question is for the Assistant Minister to confirm. In the past, designs for important roads like this one would be done, but money would not be allocated in the subsequent budgets. So, nothing would go on. That is why Dr. Khalwale is very specific about getting confirmation from him. For instance, design work for the road from Kibwezi to Kitui Town has been done three times, but no money has been allocated for tarmacking it. So, could he give a specific confirmation that this road, together with the one in Kibwezi and Kitui, will be ... view
