  • 3 Jan 2013 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to also support The National Government Coordination Bill. I want to agree with the hon. Members who have spoken before me that chiefs have a role to play, but also appreciate that some of them are very talented. These days we have chiefs who have bachelor and masters degrees. They have been extremely useful as role models for our people. It is important to acknowledge that. But at the same time, we should ask questions about their terms and conditions of service. That is one area that is always ... view
  • 2 Jan 2013 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me these few minutes that I have got courtesy of hon. Monda. I also want to congratulate him for bringing this very important Bill to this House and all the hon. Members that have supported it. I would like to begin by sending my condolences to hon. Gitobu Imanyara and the people of Imenti Central on the loss of a councillor and her husband and many other people from, not just Central Imenti, but other constituencies in Meru who also suffered view
  • 2 Jan 2013 in National Assembly: Thank you, Mr. Mututho. I would also like to congratulate you for the great work you have done to ensure that alcohol does not consume our society - especially the youth - and to support the amendment. I would want to pinpoint many of the dangers that have been associated with alcoholism in this country from broken families, declined productivity, accidents and problems in our education system, to criminal activities and to declined health of individuals. Many of us are getting less healthy because of what is happening outside because of the alcohol menace. Mr. Temporary Deputy Speaker, Sir, we ... view
  • 2 Jan 2013 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I want to strongly congratulate hon. Keynan for coming up with this Bill. There are many issues related to how we do our national honours. The problem is that there is no procedure; it is not clear. There is no public involvement. Sometimes, the view

  • 9 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, I would like to apologize for coming late. Mr. Speaker, Sir, I beg to reply. The Higher Education Loans Board (HELB) is not able to offer loans and bursaries to students in oversees universities because there is not enough money. I would also like to make it clear that since 2011, with the increase of Budget allocation, we have been able to support students in East African universities. The only hope for us to support all the students who are out there is for us to get more money from Treasury. view
  • 9 Oct 2012 in National Assembly: Mr. Speaker, Sir, that is the intention, but the Government also comprises of Parliamentarians who have to push that agenda. This affects all of us as Members of Parliament because we have young people outside the country from our constituencies. So, it is up to us to lobby for more money from Treasury to ensure that we have enough. Let us also not forget that even the students we have locally are too many and we cannot support all of them. Going to China, United States of America (USA) or Australia is by choice. Given the many universities that we ... view
  • 9 Oct 2012 in National Assembly: Mr. Speaker, Sir, the loan system is such that the level of support depends on need; orphaned students, students from single parents or parents who are not employed have different kinds of problems; these are given priority and are given more money than the other students. That is as much as we can do and is based on need. I view
