Mr. Speaker, Sir, I would like to give an example. In 2010/2011 the recovery was Kshs3.8 billion, and in 2011/2012 we recovered Kshs4.1 billion. This is still short of what we should recover because we could recover up to Kshs7 billion or Kshs8 billion. Mr. Speaker, Sir, what is being done to expand opportunities is now common knowledge. Already, this year, we are going to upgrade nine constituent colleges to full universities. We have university campuses all over the country like in Kirinyaga, Kibabii, Kwale, Garissa, Kisii, Nyandarua and so on. We are opening institutions all over the place. There has been radical expansion of university education in the last two years. Secondly, public universities themselves have a private wing which to me is better than going overseas. Mr. Chairman, Sir, nobody is being punished. We are just saying that this country must be competitive. Leaders at the county level and in Parliament have to be an example. After all, all Members of this Parliament are struggling to have their constituents gain education of a higher level and everybody is going to university these days. The school is now offering nursing programmes and there are plans to offer other courses. Relevant professional bodies have given consent for the establishment of this pogramme.
