  • 29 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I hope that it does not die any death at all, leave alone a natural one. Once this is done, I am sure that the Office of the Vice-President and Ministry of Home Affairs as we have discussed with them, are looking for an opportunity to have the same school. It does not have to be in Kakamega as long as we have an approved school some place in this country. That is what counts. I am sure it will not be displaced completely. view
  • 29 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the only advice we will give is to ask for more budgetary allocation to support this and it will come from the Ministry of Public Health and Sanitation and not the Ministry of Higher Education, Science and Technology. That is how the hon. Member should be approaching this issue. I hope that will happen. I think the important bit for us, as the Ministry of Higher Education, Science and Technology, is to get the facility for the university but it is up to the parent Ministries to also support them so that they can have ... view

  • 15 Mar 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I also want to support this petition. I am saying this because this is not only confined to this year; this problem has been recurring in the last six years. There are also other issues about some patterns of grades; all of a sudden, you find schools that are scoring just “As” and “A-” from nowhere. It must be that there is something that is happening. So, when you talk about cheating, it is not just north eastern, there are issues in schools in all counties, where you have to ask questions about whether or ... view

  • 15 Mar 2012 in National Assembly: Mr. Speaker, Sir, I took the cue from you; an Assistant Minister spoke before me. Secondly, I am not in the Ministry of Education. I am also talking as an hon. Member of Parliament who is concerned. I also hope that the hon. Member is talking against this, not because it is a Kamba who is the boss of the KNEC, because we tend to tribalize all these things! view
  • 15 Mar 2012 in National Assembly: Mr. Speaker, Sir, I would like to withdraw it, although my friend has always told me that all politics is local; but I do withdraw. view
  • 15 Mar 2012 in National Assembly: Mr. Speaker, Sir, I also apologize. view
  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) No, the Government does not yet have any plans to create a policy on university infrastructure bond to raise finances to specifically promote research and development in local universities. However, what we have done is to request the Office of the Prime Minister and Minister for Finance to consider floating UIBs to raise funds for the same. To the extent that some of these funds are available, they will be used to support the development of facilities and research. We await the response of the Office of the Prime Minister and ... view
  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, already the Government is allocating resources for infrastructure development. All the new constituent colleges and universities receive an amount of money ranging from Kshs200 million to Kshs500 million every year. With regard to research, money has been put aside by the National Council for Science and Technology to the tune of Kshs500 million which is available to all researchers in universities. The amount of Kshs500 million is not a lot, but it is a beginning. There never used to be such a fund before. We are also encouraging universities as always, because they are the best ... view
