  • 1 Sep 2010 in National Assembly: I also want to say that with regard to information, there is much more than we know, beginning with secondary schools. There is information at the universities. There is also available information online for students. About 70 per cent of the applicants do it online. In fact, 80 per cent of eligible children apply and 94 per cent get that support. We agree on decentralization, but we need to harmonize and widen the net from where we get money to lend to our students. We can include the private sector, Constituencies Development Fund (CDF), religious organizations and research. We need ... view
  • 1 Sep 2010 in National Assembly: I would not agree that there is kimenyanization with regard to who gets the bursaries or scholarships as some hon. Members have said. I also do not agree that with the new Constitution, we are going to limit the number of candidates who benefit from national opportunities in higher education. I will conclude by saying that, ultimately, the number of students we will reach will depend on what progress we make in this country. If we make major strides in economic development, we will have parents who can pay. We will also have more resources from the Government to make ... view
  • 1 Sep 2010 in National Assembly: With those few remarks, I beg to support. view
  • 18 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to support this Vote. From the outset, I want to talk about a number of challenges that are key in this Ministry. Whether we like it or not, whether we have introduced free primary education or not, whether we have subsidized secondary school education or not, our education system remains the most unequal and it is becoming more unequal with time. So, really, we have to address this challenge because of the opportunities that go with the ability to buy expensive education, which is so much the case ... view
  • 11 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion in support of this Vote. I will speak a little bit on the appointment of ambassadors and diplomatic staff. I want to begin by saying that although many appointments for diplomats in many countries of the world including the more established democracies are politicized, I must say that in this country, we tend to be much more politicized in the way we decide who becomes a diplomat in this country. There are also other considerations. Sometimes, it is not about merit. Sometimes, it ... view
  • 11 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, therefore, I would like to propose, and I hope that this will come with the new Constitution, that appointment of diplomats must be more consultative and more competitive. It should not be left to a few people to decide who becomes an ambassador or deputy ambassador of this country. In this regard, a bigger body like the Public Service Commission (PSC) which does major appointment should be involved. The first criteria must be the quality of the person, for example, in terms of the language. I have been to the foreign diplomatic missions of this ... view

  • 22 Jul 2010 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me the opportunity to contribute. I am delighted that we have an opportunity to go, as hon. Members, to campaign officially for the new Constitution. It is important because when we debated the Motion on the new Constitution, we could not agree on any amendments. We all agreed - as hon. Members - that the Constitution was okay. It is very unfortunate that we are seeing serious divisions that are sometimes leading to violent demonstrations, people calling others names and leaflets circulating. I hope that we are going to be peaceful; we ... view
  • 21 Jul 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to respond to the comments. I would like to congratulate hon. Chanzu for seeming to be one of the few hon. Members of Parliament working very hard. This morning we had another Motion that he had brought forward and this afternoon we are discussing a second one. view
  • 21 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I agree with many of the comments that have been made by my colleagues but I will differ not with the spirit of the Motion but with the recommendation of balancing; that essentially in the long run, we should be able to make parallel education affordable to those who cannot afford and we should be able to tax those who are able to pay much more. However, at this present time, it is difficult to balance and to say that it should be more or less the same for a number of reasons. view
