27 Nov 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, of course, I would never imply that. I am implying that some of those who are opposing the Bill and not everybody. Some people are opposing the Bill genuinely and they have very good grounds for doing so. However, there are others who are just noisemakers. Those are few. I am just saying that we should also caution ourselves against the influence of those kinds of people. As you realise, in this country, it is often the very noisy few who can derail programmes and good initiatives. I am just saying we should be watchful ...

27 Nov 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. My friend Mututho knows that he will have more of his time-- He will have more than enough time to make his commentary. So, I wonder why you are getting excited about wanting to make those comments well in advance.

27 Nov 2008 in National Assembly:
Sorry, Mr. Temporary Deputy Speaker, Sir, I will proceed. Mr. Temporary Deputy Speaker, Sir, yes, there will be literature, like the literature hon. Mututho is showing, that there is evidence that there will be problems related to health! But I can pick any product or food that we eat and show you evidence of certain types of sicknesses that emanate from that product! So, it is not like this kind of problem is going to be a monopoly of Genetically Modified Organisms (GMOs)! This is a problem of any type of product that we have to consume! Those are risks ...

27 Nov 2008 in National Assembly:
So, Mr. Temporary Deputy Speaker, Sir, we need to be very careful that we do not administer accusations selectively. That we should identify what is most dramatic and what looks more negative and use that to discredit a technology that has even the potential to defeat even some of that evidence that is being presented by detractors. Mr. Temporary Deputy Speaker, Sir, it is unfortunate that we have taken so long and, up to now, more than ten years after, we still have not enacted this very important Bill! Unfortunately, it is not for lack of sensitisation or, rather, it ...

12 Nov 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this very important Bill. I would like to begin by congratulating members of the Ministry of Information and 3444 PARLIAMENTARY DEBATES November 12, 2008 Communications and the Communication Commission of Kenya (CCK) for the great work they have done, despite the many challenges. We really must appreciate that there have been major changes since the whole process of democratising the airwaves and other means of communication started. Mr. Temporary Deputy Speaker, Sir, you realise that in the last five or six years, I think there has ...

5 Nov 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to support this very important Motion by hon. Ethuro. This is a matter that has been spoken about in the last few parliaments and it is very unfortunate that during the last Parliament, because of partisan type of politics which were organised around certain political parties, which also happened to be ethnic, we were not able to deal with a lot of important matters that would have been for the interest of us as Parliament but the people of Kenya as a whole. So, we lost the opportunity ...

22 Oct 2008 in National Assembly:
Thank you Madam Temporary Deputy Speaker, for giving me the opportunity to support this very important Motion. This is a Motion that we must all fight to get implemented. As politicians, let us take part of the blame. Many of the districts have been created because we asked for them. It is not like they were created by former President Moi or President Kibaki for nothing. Politicians have been asking for districts and in response they have been given. Therefore, we are also to blame. It is good that we begin by appreciating that as we ask for rationalisation of ...

21 Oct 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute in support of this Vote. I would like to constrain my remarks on Vision 2030 which is a key element of this Ministry. I would like to, especially emphasize the need for supporting very strongly the area of human resources development with regard to both training and how we use the people that we have available in support of development in this country. Already, the Government has done a great deal in terms of beginning to support the development of human resources from the primary education ...

8 Oct 2008 in National Assembly:
Mr. Speaker, Sir, I beg to reply. (a) I am not aware that fresh graduates from universities have difficulties in accessing loans from the HELB for post-graduate studies. The criteria for eligible candidates is as follows:- (i) There is no age limit, as long as the student will be able to pay the loan through the check-off system. (ii) Students will be expected to pay at 12 per cent interest rate per annum. (iii) A non-refundable fee of Kshs2,000 is charged for ...
