We must have a committee that vets the kind of people that occupy senior positions in this country. If we ask drivers and messengers to present a letter of good conduct before they get employment, should we not ask that of Ministers and Permanent Secretaries who are presiding over billions of shillings? Just a letter of good conduct! So, vetting is critical. Unless we do this, we are not going to get very far because if we are going to base our appointments on politics, regional balance, religion, very good friend et cetera, we are not doing anything for this ...

Madam Temporary Deputy Speaker, it seems as if the problem is much more of general lack of discipline and appreciation for cleanliness, as has been said. It is not uncommon to find April 16, 2008 PARLIAMENTARY DEBATES 477 people driving big cars throwing cigarette packets and plastic bottles out of their windows after they are done with the product they had been consuming. On a point of order, Mr. Temporary Deputy Speaker, Sir. I would also like to challenge that ruling. This business of what is unparliamentary has got to do with the hypocrisy of the British. In this Parliament, we are told not to call a thief so. We are told not to call a hyena so. If there are people who have terrible behaviour, why should we not call them by those words if the words fit them?

Mr. Temporary Deputy Speaker, Sir, the point has been made why we cannot play around with the whole profession of accounting. Accounting is at the key of everybody. The very small business persons who are doing business, if they cannot do their maths right, they run out of business! Institutions, governments and Ministries have resources. Part of the reason we have a lot of problems with delivery of services is because a lot of those resources are not well managed to the extent that it is not just inefficient, but many times even Ministries return money to the Treasury! I hope that he will restrain from this habit, so that we can talk about more serious issues!
