  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, I would like to take hon. Members back to the formation of the Commission for Higher Education. Initially, the Commission only checked standards of private universities. Public universities did not fall under the purview of the Commission for Higher Education. In the new Act, we are saying that even public universities should be supervised by the Commission for Higher Education. Notwithstanding that, many things are happening and the process of inspection is on- going. As you inspect, you will find out that even things that started right, go wrong. So, we should not be surprised that we ... view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, since this issue has been of great concern to us, we are convening a meeting of Vice-Chancellors of universities, deans of faculties and officials of registration bodies, not just engineering, but lawyers and so on. view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, if there are negotiations, it is because seven years down the line there were no negotiations. So, we have to start somewhere. Is that no so? That is why I am saying that this is the first step we are taking, but we are doing other things, including ensuring that the curriculum that is taught is the right one and we direct universities to do so. So there are many measures! We will have an opportunity to discuss and the Departmental Committee on Education, Research and Technology will also be invited to that meeting, so that we ... view
  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, I have spoken to the Questioner and I have requested that, on the basis of the fact that we have not received some information from the university, we be given until Thursday. We can get that information tomorrow and we can respond with more information by Thursday. view
  • 11 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view
  • 11 Oct 2011 in National Assembly: (a) It is unfortunate that no action has been taken on the Parliamentary Committee’s recommendation on Mr. Daniel Wafula. I have, therefore, given instructions to the Council and Management of Kenyatta University to take action and give me a report in two weeks time. Thereafter, I will give a report to Parliament accordingly. view
  • 11 Oct 2011 in National Assembly: (b) I am not aware of Mr. Wafula’s innocence. All that I am aware of is that he was dismissed by the University Council because of the following reasons:- (i) He was not there to manage and coordinate a response to disturbances. (ii) He avoided being located by his supervisors when there were disturbances. (iii) He did not make any attempts to reach his supervisors. (iv) He feared the situation, ran away and hence his absence. A copy of the dismissal letter is available. view
  • 11 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, I had not finished answering the Question. Could you allow me to go to part (c)? view
  • 11 Oct 2011 in National Assembly: (c) The University operates under an Act of this Parliament and a Common Bargaining Agreement (CBA) which outlines rules and regulations on how to handle staff matters, including discipline. In addition to the above, there are labour laws, including the Employment Act, which govern labour relations. As an Assistant Minister, it is my duty to see to it that council decisions are made within the provisions of the relevant Acts and CBAs. Despite the fact that the university has taken its time to act on the case, we have asked it management to give us a reason why they have ... view
  • 11 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, we asked for a report about the compliance with the Parliamentary Committee’s Report. But, as a matter of fact, we have insisted that the person be reinstated. That is why I said that if we do not get a report in two weeks, we shall take the necessary action. I have already given them two weeks. If that is not responded to, then I will take the necessary action. So, if in two weeks we shall not have acted, then the hon. Member should ask me another Question. view
