  • 14 Jul 2020 in Senate: On a point of order, Madam Deputy Speaker. I am just making a request without taking you back. I know that you have made a very good Communication. I was lining up to get my card and heard Sen. Mutula Kilonzo Jnr. saying something about the Message you gave. I do not know at what point, with your own discretion under Standing Order No.1, you will give me one minute to just clarify the fact that the law this House passed---- This is particularly on the misrepresentation that is out there that the Senate passed a new law on recall ... view
  • 14 Jul 2020 in Senate: through me in this House, that protect our MCAs, and not putting them in trouble. I just wanted to request that. view
  • 14 Jul 2020 in Senate: Madam Deputy Speaker, as a son of a squatter and a person who went through the suffering that the people in Mariashoni are going through, first of all, I sympathize with them. I call upon the Committee to take this complaint that has come through their Senator, Sen. Kihika, very seriously. There is something strange that is happening in this country. Sen. Sakaja was the one who captured it well; that it appears that the Government is at war with its citizens. Particularly this Jubilee Government, in its later years, is more vicious against those who voted for them both ... view
  • 13 Jul 2020 in Senate: Thank you, Madam Deputy Speaker. What we are about to do is very important. Since it does not require the threshold of the 24 Senators, I wish Senators were patient for us to put a few issues on record. I support the Motion by Sen. Orengo because it is the right thing to do. In this circumstance, as the Senate, we must go further than what Sen. Orengo suggested. If you look at the formula that was presented by the Committee going by the position of the Constitution in Article 217 (2), which says- “In determining the basis of revenue ... view
  • 7 Jul 2020 in Senate: Thank you, Mr. Speaker, Sir. First of all, I would like to congratulate Gov. Sang, being a former Senator, for demonstrating his faith in this House, particularly in the process of resolving this very important issue regarding land. The issue raised by Gov. Sang is so important, especially for those of us who come from the Kerio Valley Region, particularly Elgeyo-Marakwet and West Pokot, who are affected by landslides every year. The Nandi situation is known to us, especially the Tinderet situation. If you look at that Petition, most of the people who were displaced are the ones who used ... view
  • 7 Jul 2020 in Senate: this responsibility to will come back with solid recommendations that include legal amendments to the existing laws. view
  • 26 Jun 2020 in Senate: On a point of order, Mr. Speaker, Sir, I do not mean to interrupt Sen. Malalah but to start with, he is making comments pursuant to your generosity on application of Standing Order No.1. Ordinarily, we would not have gone this direction. The matter would have ended and we go home. Since he is doing so, you said that because of the importance of the impeachment of a governor; I would suggest, with your direction, that Sen. Malalah forgets about all these introductions on who is a Member of the Committee, when it started and who are the lawyers and ... view

  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, Sen. Malalah has made a very serious statement about the Senate adopting a particular criterion in the case of Kericho County in 2014, and subsequently, in the case of Murang’a County. It would be erroneous if it goes to the public that the Senate adopted any of that procedure. The Senate did not have the opportunity to adopt any of those procedures, because the governors were cleared. Contrary to his assertion, it is actually the Committee, in its Report, that came up with that criteria. That Report was not adopted by The electronic version of the Senate ... view
  • 26 Jun 2020 in Senate: the House because Section 33 of the County Governments Act does not allow the House to adopt. If it goes to the public out there that there is set criteria by this House, based on the two reports of Kericho and Murang’a counties, it will create the impression that this particular Committee found itself a cover to explain their clearance of the Governor, using a report of a Committee that was not adopted by this House, but rather a criterion used by the Committee to clear a certain governor. Mr. Speaker, Sir, I would like you to rule whether it ... view
