All over the world, whether you are elected by the party that forms the Government or not, your responsibility is to oversight the Executive. In many counties, including mine, there is no minority side. Do you want to tell me that there is no oversight of Elgeyo-Marakwet County because everybody was elected on Jubilee Party? Please give us a break! We are Parliament and everybody here has a responsibility to oversight the Executive because we are not the Executive.

Thank you, Mr. Deputy Speaker, Sir, in conclusion, I would like to urge this House to be vigilant on the use of public resources. An emergency is one of the ways that many Government agencies use as an excuse to flout procurement processes. They end up taking shortcuts and enriching individuals at the expense of the people. I have said in the Chamber of this House that in the past, efforts to combat HIV/AIDS has enriched individuals. We do not want this COVID-19 to become a mechanism for enriching certain individuals.
