  • 3 Dec 2019 in Senate: consonance with the Companies Act. This is because if you talk about 70 per cent, the Companies Act says over 50 per cent. Therefore, the Committee must relook that. National Treasury have a role to develop, promote, support training capacity and procurement related issues. The Authority’s functions have also been enhanced to include developing, promoting and supporting training and capacity development of persons involved in procurement and asset disposal. I probably think this came from the staff who felt like the agency did not have the mandate to enhance their capacity and perhaps budgetary expenditure was being stopped for that ... view
  • 3 Dec 2019 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 3 Dec 2019 in Senate: The rest are just amendments here and there on the Employment Authority and so forth. Fisheries and Management Development Act has few amendments put forth to ensure that it defines what the Council is and define fishing; there is a detailed definition of fishing, use of aircraft and so forth. In the Fisheries Council, again county governments are being introduced. Two persons will be nominated by CoG to sit in the Fisheries Council. Sen. Orengo should take a lot of interest about this. I was in Bondo the other day and fishing is a serious activity there. Fish is taken ... view
  • 3 Dec 2019 in Senate: Generally, fish is still expensive if I may say so. We cannot really conclude all these details but the Committee has worked on several of these provisions. view
  • 3 Dec 2019 in Senate: Madam Temporary Speaker, most of the amendments proposed by the Committee are useful in taking the process forward. I beg that we proceed in the manner in which our Committee has suggested the amendments when the time comes in line with the ruling made earlier by the Speaker. I beg to move and ask Sen. Kihika to second. view
  • 21 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir. Sen. Cheruiyot was cracking a joke. view
  • 21 Nov 2019 in Senate: Sen. Sakaja has made a very important Statement about the state of affairs in Nairobi City County. The relevant Committee that deals with intergovernmental relations and checks on governance issues related to our counties is the Senate Committee on Devolution and Intergovernmental Relations. There has been a complaint from the beginning of this term of governance in Nairobi, particularly from the Governor himself. The Governor has gone public several times saying that Nairobi City County is full of cartels. In fact, he is on record many times, even enlisting the support of the President of the Republic of Kenya to ... view
  • 21 Nov 2019 in Senate: to deal with corruption? I agree with Sen. Sakaja that there is a problem with the buildings department. Some of us are also practicing law, if you want to do matters property in this Nairobi, it is difficulty because that department has nobody. view
  • 21 Nov 2019 in Senate: If you ask the Governor, he says he suspended everybody because they were colluding and were cartels taking people’s land. I have even seen the Governor fighting for some property in South C and somewhere in Ngong Road and returning some properties to people. There is a problem in Nairobi. Mr. Speaker, Sir, maybe some people may have a problem with the governance but there must be a disruption in this city so that cartels can be removed. I am talking of that disruption because there are people in this city sitting and planning how to snatch people’s property. We ... view
  • 21 Nov 2019 in Senate: Members of County Assembly (MCAs) and agree to put aside all other differences to sort out the mess of Nairobi particularly the problem of cartels. Thank you, Mr. Speaker, Sir. view
