It is not possible for a presidential memorandum when it comes to Parliament, to be said it has been passed in the reverse if you do not achieve two-thirds. Under Article 115, a decision must be made which must be a positive decision, either to pass it by more than a half of the Members of Parliament in place or to defeat it by two-thirds.
