Mr. Speaker, Sir, permit me to read Article 6(2) of the Constitution, because many people treat county governments as if they are appendages of the national Government. I have read it over and over. Madam Temporary Speaker, we must protect Kenyans who are defending this constitution. We must respect those who are saying that resources must be allocated in the right manner. I will say, for the umpteenth time, that there was no Appropriation Bill that was passed by Parliament. That Bill is null and void.
