Mr. Speaker, Sir, I hope the Committee can come with recommendations here even if it is for legal amendments to the land laws, to the extent that we must sequence these issues and correlate them with the Public Finance Management (PFM) Act requirements. That is where the problem is and it is not given to just one project. This problem affects all kinds of projects, whether it is roads, water, irrigation, including bridges. We need to have an overall and overarching policy in the country. I hope the Committee can lead this House. The Senate once, again, can rise to the occasion so that we do not become a talk shop but the House that makes recommendations that are far reaching and useful to the people of Kenya for posterity.

Mr. Speaker, Sir, this is a good Statement that seeks factual positions when it comes to rates and imposition of charges. It is not just about Nairobi City County. There is an outcry in relation to the manner in which own-source revenue in counties is being levied and the consistency in what is being levied. It touches on accountability of resources that are being collected in the counties. Mr. Speaker, Sir, I join you in welcoming the visitors in the Speaker‟s and Public galleries, starting with the MCAs of Uasin Gishu County. As Sen. (Dr.) Zani said, Uasin Gishu and Elgeyo-Marakwet is one united region. When the Senator for Uasin Gishu is not here, I am officially on duty. Similarly, when I am not around, she also does the same. Most of us, from the North Rift region, including, Sen. Khaniri and others, live in Eldoret.
