I was surprised today. My Governor said that as the years go by, the recurrent expenditure is eating into the development expenditure. He said that if things remain constant, by 2021, in Elgeyo-Marakwet, there will be no money for development. That is a challenge for us to continue pushing for more money to go to the counties. Madam Temporary Speaker, let me address the issue of the Division of Revenue Bill being amended so that Kshs9 billion goes to the counties. With due respect to the National Assembly and the national Government, unfortunately, there is no constitutional framework or the Public Finance Management (PFM) Act provision which allows any House of Parliament to reverse division of revenue because it is not subject to a supplementary budget. Madam Temporary Speaker, I was in the task force that was looking into issues of devolved government. I was involved in the drafting of the PFM Act. There is a reason why division of revenue is done in April before the Budget is read in June. I need the Attorney-General to explain to me. I do not know how they ended up imagining that you can do a supplementary budget to reduce money that goes to the counties. It is not possible because the preplanning of the counties has already been done.

I believe that with the explanation I have given about passing the Second Reading, then we should put it for Division in the next period. When it comes to Division, Members know that even if we pass it for the Second Reading, it does not mean that we have passed the Bill. That is just to enable us amend it.
