I had already laid the background to this report, but one thing that stands out clearly is that time is of the essence because by 4th June 2017, the nominees from all the partner states of the East African Community (EAC) are supposed to have been elected. The other thing that I ought to have said is that the Electoral College for the EALA Members is the two Houses of Parliament.
