  • 3 Nov 2016 in Senate: (Sen. (Prof.) Kindiki): Mr. Deputy Speaker, Sir, thank you for that guidance. In conclusion, the same way we went to court with regard to the Division of Revenue Bill is the same way we should go to court on all the outstanding Bills. In fact, two years ago, we almost went to court, but we got a short term political solution that sedated us for a while and that is why we are back to square one. So, without violating your order, the judicial route must also be pursued, but on Tuesday, I will table The electronic version of the ... view
  • 3 Nov 2016 in Senate: (Sen. (Prof.) Kindiki): Mr. Deputy Speaker, Sir, I beg to move, that the Constitution of Kenya Amendment Bill (National Assembly Bills No.26 of 2013) be read a Second Time. This is one of the latest Bills that has come from the National Assembly and even as I move this very short Bill, this should confirm what my colleagues who have spoken and I have just said that we have been very diligent in discharging our obligations despite the acts of provocation that have been perpetuated against us by the National Assembly. I urge the House that we should continue discharging ... view
  • 3 Nov 2016 in Senate: (Sen. (Prof.) Kindiki): Thank you, Madam Temporary Speaker. I beg to move. Given that we do not have the numbers, I request under Standing Order No. 54 (3) that you defer the putting of the question to next week. view
  • 3 Nov 2016 in Senate: (Sen. (Prof.) Kindiki): Madam Temporary Speaker, I beg to move that the Constitution of Kenya (Amendment) (No. 2) Bill (National Assembly Bill No. 2 of 2015) be read a Second Time. This is another Bill from the National Assembly. As I said during the previous Order when I was moving the Bill, we in this House continue to discharge our obligations. Notwithstanding the criminal and illegal behaviour by the National Assembly of sitting on our Bills, we continue processing the Bills that come from the National Assembly not because we like the National Assembly but because the Constitution requires that ... view
  • 19 Oct 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. We are all working for the best interest of this House. We have Bills that have been here for about five months just because of lack of division. Ringing of a bell for another three minutes to allow the other Members to come will not be too much to ask. view
  • 19 Oct 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. You know the struggles of keeping people in this place. What guarantee do we have that as we wait for Senators (Prof.) Lonyangapuo and Orengo to come in that these others are not going to walk out? If from your Chair, you can persuade Members to wait, then it will be good. view
  • 18 Oct 2016 in Senate: Mr. Speaker, Sir, we had already expressed these concerns before the last conference. My fears have been confirmed. I have never attended any of these conferences because even when I was the chairperson of the Committee on Devolved Government, I realised from the word go that it was not a place for an honest assessment of the performance of counties or an opportunity where there is clear critic of what we are doing and what we are not. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained ... view
  • 18 Oct 2016 in Senate: Thank you, Mr. Deputy Speaker, Sir. This is one of our serious responsibilities as Senators. I want to thank the Chair for leading this House in ensuring we expeditiously deal with the transfers that came from various counties. There were various appeals related to clarification on matters related to environment like forests. Some of those appeals came in just before we passed the Forests Act. In this Report, we have observed that those concerns have been taken care of under the law. This is also a recognition – and I want to thank the counties that made the appeal – ... view
  • 18 Oct 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I do not have a problem with the way Sen. Sang was proceeding. When you told him to go to his original point that is where I have a problem. Is he in order that at the end of his argument, he said that there are too many beautiful women suppliers in the counties when we passed a law that guarantees at least 30 per cent of the contracts to be awarded to the marginalised groups including women? We are encouraging more women to be suppliers in the counties. Is he ... view
  • 18 Oct 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Considering that Sen. (Prof.) Anyang’-Nyong’o had requested for a Motion on Murang’a, am I in order to request that we reduce the contribution time to five minutes so that we get time to debate that other Motion? I see Sen. (Dr.) Zani, Sen. Madzayo and Sen. Lesuuda are all nodding in agreement. view
