On a point of order, Mr. Temporary Speaker, Sir. Is it in order for Sen. (Dr.) Khalwale to compare Hon. Senators from other communities with Luhya dogs? We come from different places and dogs behave differently depending on where you come from.

On a point of order, Mr. Temporary Speaker, Sir. I would like Sen. (Dr.) Khalwale to substantiate, because I am aware the Deputy President has always warned Sen. (Dr.) Khalwale from giving busaa and marijuana to cows and bulls. The Deputy President has never questioned the culture of the Luhyas when it comes to bull- fighting. His problem has been that while doing so, Sen. (Dr.) Khalwale has been feeding cows on busaa.

Mr. Deputy Speaker, Sir, I welcome the students and lecturers from the University of Eldoret. There is a very important phenomenon that is going on in the university and that is a very worrying trend. As a lecturer, one of the things we used to struggle with and Sen. (Dr.) Zani will agree with me, is students who do not want to learn. They are in the university to pass exams and do not want to acquire knowledge by themselves. However, there is a narrative that we cannot allow to continue where national institutions are being regionalized. Is it in order for Sen. (Dr.) Machage to call a universal university like Eldoret University and others, institutions of Rift Valley?

On a point of order, Mr. Deputy Speaker, Sir. Is Sen. (Dr.) Khalwale in order to mislead the public that Sen. (Prof.) Lesan is out of order, yet, he is making a very valid point? What is the point of having a Law Campus under the Jomo Kenyatta University of Agriculture and Technology or for it to offer Theology or a course that is not even in consonance with the name of the university?

Mr. Deputy Speaker, Sir, therefore, could he tell us whether our country is moving to the direction where Kisii University has to be headed by a Kisii, Masinde Muliro University of Science and Technology (MMUST) has to be led by a Luhyia and Maseno University has to be headed by a Luo? Finally, what assurance are we being given that when the Vice Chancellor is eventually appointed in Moi University, merit and merit alone will be used to determine the person who will be appointed?
