Mr. Temporary Speaker, Sir, I beg to move:- THAT, the County Governments (Amendment) (No. 4) Bill (Senate Bill No. 18 of 2014) be read a Second time. Some of the amendments were as a result of experiences that we went through, part of it being the impeachment of Governor Wambora where I gladly deputized Sen. (Dr.) Khalwale. (Dr.) Khalwale - who is a good friend of mine who has recently been facing hard times landing in Kakamega - to try to say that there are two different governments in this country? Madam Temporary Speaker, I was one of the committee members in the last conference. As the Chair of the Committee on Devolved Government then and Sen. Kerrow Billow, the Chairman of the Committee on Finance, Commerce and Budget, we were lied to that we could have a situation where the programme is going to accommodate Senators and all actors in matters of devolution.
