I thought when a Committee is being formed or a Motion which has the names of Senators is being prepared, is it not fair that those Senators are consulted first before such a Motion is moved here? Is that not the general practice? There should be consultations so that when we come to the Floor of the House, everybody does not begin to dissociate himself or herself from a report. view
