Mutula Kilonzo Jnr and other Members of the Finance and Budget Committee who proposed Kshs495 billion. I urge that we improve it to the BBI proponents’ standards to Kshs600 billion that will go to counties. We want President Uhuru Kenyatta to sign it by June so that then we know, he is a true believer of this BBI he has been talking about. Let him demonstrate. The DP presidential candidate should demonstrate elsewhere where they serve that they also believe in devolution the way we do in this House. view

Despite the fact that there is a court ruling of 2016 that gave clear ways of implementation of Article 190 of the Constitution, county governments have never benefited from grants from the national level. As Sen. Kajwang’ captured, we would like to see these conditional grants going to our counties and our county governments having responsibility, having signed the agreements with the national Government on the question of resources. (Dr.) Mbito, who is my Senator in another life, for the work that they have done in this Bill and the amendments that they have proposed to make this Bill responsive to the concerns of stakeholders. view
• 2 Dec 2021 in Senate: I have read the introductory note by the Chair of the Committee. It says that hey received 28 submissions written to the Committee, and that they were able to meet 35 key stakeholders. This is why we are in this House. As a House of Parliament, we respect the Constitution. It requires us to do everything, legislative or otherwise, by consulting members of the public. It is a constitutional responsibility under Article 10 of the Constitution and also in the Chapter on the Legislature. view

One of the key responsibilities of this administration is to deliver on Universal Healthcare (UHC), a very important manifesto promise that was given to the people of Kenya in 2013, but mostly in the second term of President Uhuru’s administration. view
