When I heard that the President had requested the Speaker of the National Assembly and Speaker of the Senate to allow him to address a joint sitting of Parliament, I knew that it was a very serious issue, because it is a constitutional provision. I laughed the other day because I saw one Member of the “Lower House” in a funeral somewhere complaining that when the Deputy President was acting, he did not have powers. The question is: Did the Deputy President complain? Why do people sometimes instead of appreciating implementation of an Article in our Constitution, try to also behave as though they were in the mind of the President or the Deputy President?
