(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, I have no problem pursuing the route suggested by my colleague, Sen. Ndiema, because we must be taken seriously. We are not taking half measures. So, if it is something that needs to be in writing, we will ask the presidency to do a circular, which we are willing, once it is done, to even submit for record purposes before this House, so that we can settle this issue once and for all.

(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, you will guide us because I thought this question should be directed to the Chair of the Committee on Legal Affairs and Human Rights, unless there is a special reason. You have guided us properly on this matter, that chairs of committees should take charge of issues unless there are extra-ordinary circumstances where the default mechanism of the Majority Leader is invoked.

(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, I beg to move the following Procedural Motion. THAT, pursuant to the provisions of Standing Order No. 125, the Senate resolves that the publication period of the following Bills be reduced from 14 days to five days. (i) The County Governments (Amendment) Bill, 2014; (ii) The County Governments (Amendment) Bill 2014; (iii) The Political Parties (Amendment) Bill, 2014; and, (iv) The Kenya Medical Supplies Authority (Amendment) Bill, 2014. This is a Procedural Motion and I do not intend to take a lot of time. I will just paraphrase Standing Order No.125 which says; A ...

Mr. Temporary Speaker, Sir, I would like to thank the Chair of the Justice and Legal Affairs Committee, Sen. Amos Wako, for such a well thought-out Motion in terms of what we need to do as a nation. The country is suffering from acute malnutrition when it comes to understanding the Constitution and particularly with regard to the devolved system of Government. Very many people understand devolution from the perspective of where they stand. There has been a lot of emphasis depending on which office one holds. Devolution is a very important aspect in terms of taking resources back to ...

No, Mr. Temporary Speaker, Sir. However, none of us if they have the necessary humility can be able to say that they know everything. All of us will have to work together to understand a new frontier of issues. It is does not matter whether it is the Head of State, Kipchumba Murkomen or somebody in the village. I do not want anyone to pretend even on our side to be speaking for the President because if the President even knelt in Kasarani Stadium to be prayed for, he is even more humble to learn new issues about devolution. I ...

(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, to a little extent, I agree with the sentiments of Sen. Billow Kerrow. But first and foremost, the purpose of my statement was to provide the business of the House for next week. Normally, that business is decided by the Rules and Business Committee when it meets every week. So, I do not think it is during a statement like this one where I can start saying which Bill will come when. That can only be known after the Rules and Business Committee has met and made its decisions. Secondly, I also do not ...

(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, there is no problem in providing that information if it is requested. However, if I recall, last week, during my weekly statement, I listed six Bills. Some of those Bills were Private Members’ Bills, but three out of the six Bills had to be republished since they had lapsed. They were published in the first session. Three Bills were sponsored by the Senate Majority Leader and there will be more. Just for clarity, what Senator Billow wants is a list of the proposed legislation by the Government that touches on counties that will be ...
