Elachi was seeking a clarification as to whether her amendment up there has consequential effects to the last sentence down there. I am afraid to rule that what Sen. Wetangula said is true. I have no power to amend, because an amendment was not brought before the Chair. Therefore, the Motion is subsisting as it is. The Mover is, therefore, replying to the Motion actually as amended, which does not include the last sentence. Sen. Sang! view

When we visit our counties, there are issues that the locals want us to address. They just tell you: “Can you tell us this and that.” It is important for us to know the specificity of what the committee is seized of. Our only food and bread and discussion is devolution.
