  • 8 May 2013 in Senate: Mr. Speaker, Sir, I am not sure whether it is a point of order but I am learning. I think even if it is the adjournment of this Motion, it should be clear up to what time. It should not be indefinite. If we are told that it is up to the afternoon, we shall be happy. The reason is this--- view
  • 8 May 2013 in Senate: (Sen. (Prof.) Kindiki): Mr. Speaker, Sir, I beg to move:- THAT, the Senate resolves to establish a Committee to be designated as the Liaison Committee comprising Chairpersons of all Senate Committees excluding Joint and ad hoc committees to coordinate the activities and operations of all committees of the Senate. It is the tradition of Parliament that Parliamentary Committees may need to meet and work in harmony. This will promote holistic workings of this House. We have already put in place a number of departmental committees, Standing Committees and Sessional Committees. The meetings for those committees have started being held. What ... view
  • 8 May 2013 in Senate: Sen. (Prof.) Kindiki: Mr. Speaker, Sir, it gives me a lot of privilege to second the Motion which has been introduced to this House by my friend, the Senate Minority Leader. As we have stated before, it is a commitment that we have given to this country and the leadership of the political parties in this House. On matters that touch on the good of our country, we will stand united, firm, unapologetic and extremely robust in terms of defending the interests of the people of Kenya who sent us to this House. Mr. Speaker, Sir, the issue of insecurity ... view
  • 8 May 2013 in Senate: Mr. Deputy Speaker, Sir, I rise to support this Motion. From the onset, I watched on one of the local televisions a family man - it was cited by Sen. Musila – who has turned himself into a police man of some sort. You look at small children looking helpless. In fact, I told myself that those children were being trained into hooliganism; the fact that they were supposed to protect themselves. So, basically, you are actually telling those children that they must take the law in their own hands. The existence of the State under the social contract theory ... view
  • 8 May 2013 in Senate: Mr. Deputy Speaker, Sir, I rise to second this Motion. We all know and we have eulogized our departed colleague, as the Senate Minority Leader has said here. It is unfortunate, like I have said before, that we did not benefit from his wealth of knowledge as a founding Senate under the new Constitution. Therefore, it is important for all of us who will have the opportunity to travel to Mbooni to have that time tomorrow to visit and condole with the family and the people of Mbooni. We want to extend our condolences and sympathies to, not only the ... view
  • 7 May 2013 in Senate: (Sen. (Prof.) Kindiki): On a point of order, Mr. Speaker, Sir. view
  • 7 May 2013 in Senate: (Sen. (Prof.) Kindiki): On a point of order, Mr. Speaker, Sir. I have two things; first, the Leader of Majority would have wanted to make a few comments with your permission before sectional chairs. The second point of clarification that I am looking for is whether the ruling that you have just made also applies to the party House leadership because we are also Senators representing counties and in some cases, there is no other member. So, it is a delegation of one. view
  • 7 May 2013 in Senate: (Sen. (Prof.) Kindiki): Thank you, Mr. Deputy Speaker, Sir. I want to take this opportunity on behalf of the Government to thank Sen. (Dr.) Khalwale for bringing this Motion before this House. I also want to take this opportunity to thank all those Senators who have contributed in support of this Motion. I have not heard any of the Senators dissenting to this Motion. view
  • 7 May 2013 in Senate: Mr. Deputy Speaker, Sir, the consultations are a bit loud. view
  • 7 May 2013 in Senate: (Sen. (Prof.) Kindiki): Thank you, Mr. Deputy Speaker, Sir. So, I thank those who have contributed and the Mover of this Motion as well. Mr. Deputy Speaker, Sir, I also thank the determination of the Chair that this is a Motion that relates to concerns of the counties. In the coming days, we know or we believe that the Constitution or the Standing Orders will be interpreted liberally, so as to find as many matters as possible that relate to counties if the Senate is to discharge its duties of being the protector of the interests of counties and county ... view
