Madam Temporary Speaker, you know I am not allowed to change and debate in Kiswahili language, but what I am saying is that Treasury has to come up with a proper framework as part of capacity building to enable the county assemblies to understand the budgetary process. The other problem is that it is important for county assemblies to realize that although more money has been put---

Thank you, Madam Temporary Speaker. I did not know that my colleague would easily get tired of listening to this very important exposé on this issue. The capacity of the counties must be built by coming up with proper frameworks to assist them. In fact, the County Assembly Budget Office must be quickly established and be allowed to hire enough staff to allow the county assemblies to do proper budgets as we go to the 2014/2015 Financial Year. Lastly, one of the things that must be done at the local level is to show county assemblies that they are not ...

Mr. Speaker, Sir, I would like to make a few remarks in as far as this Motion is concerned. First, I would like to congratulate my colleague and our Chief Whip, Sen. Elachi, for thinking through this. It is important to note that the Jubilee Government has always made an emphasis that the youth should be given opportunities in terms of employment and business, so that we, as a nation, can prosper. We know that the current demographics of the country The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report ...

(Sen. (Prof.) Kindiki): Mr. Deputy Speaker, Sir, thank you for this opportunity. I rise in support of this Motion. I think this is one of the best Motions that this Senate has had to consider because it is a Motion about the future of Kenya. I, therefore, want to take this opportunity to thank the Mover of this Motion, Sen. Zipporah Kittony, and also my friend, Sen. Chris Obure, who has seconded this Motion. We, as a country, have to confront the reality that water is a finite resource which, unless we protect it, this country is staring at a ...

(Sen. (Prof.) Kindiki: Mr. Deputy Speaker, Sir, I wish to withdraw the sequencing aspect with all due respect. Thank you for affirming that I was actually praising Sen. (Dr.) Khalwale’s rich background in medicine. It is only him and, perhaps, and a few others of his kind who can understand that I wanted to refer to cancer causing pollutants. The rest of my friends, including my learned friends here, I am sure were in the wilderness. So, Sen. (Dr.) Khalwale, we really appreciate you for that input. Mr. Speaker, Sir, the nexus between environmental protection, wetland protection and adequate water ...

(Sen. (Prof.) Kindiki): On a point of order, Mr. Speaker, Sir. I remember a while ago when you directed that when the Chair of a Committee does not come from the Majority side, then he cannot give an answer. The answer and commitment can only come from the Senate Majority Leader. So, is it in order for Sen. Dan Mwazo to purport to bind the Government of Kenya to issue a statement?

On a point of order, Mr. Speaker, Sir. The point of order raised by the Senate Majority Leader is important. I do not know whether this is the right time, but I think this is an issue that you should apply your time and mind to, so that you give us a comprehensive answer. I am even still wondering when questions come to us, as the Chairs, whether we should just go and seek for written Statements or summon Cabinet Secretaries to come to the Committee and answer the questions. If we have to summon them, then the question that ...

Mr. Speaker, Sir, I need your protection. They had their time. Mr. Speaker, Sir, I am saying I have heard the Senator for Homa Bay, Otieno Kajwang, trying to advise me, together with his brother, the Senator for Kakamega, not to pretend that I am a Minister. First of all, I have no desire of being a Cabinet Secretary in the arrangement. Even if I was appointed, I would say “No, thank you, Sir!” But in terms The electronic version of the Senate Hansard Report is for information purposes only.
