However, how does such information get to committee chairs if they are not in the House at a particular time? There must be institutional mechanisms that ensure we get such questions formally, so that we transmit the same to the necessary institutions. There is a misunderstanding in this country and in many countries in the world on matters of devolution. The word “devolution” in the Constitution does not refer to counties. If you read Article 6(3) of the Constitution, you will realise one very important provision. It says that:- “A national State organ shall ensure reasonable access to its services in all parts of the Republic, so far as it is appropriate to do so having regard to the nature of the service.” This refers to a national ... view
  • 23 May 2013 in Senate: Mr. Speaker, Sir, Article 6(3) requires that all National Government state organs should ensure that there is reasonable access to its services in all parts of the Republic. If you read Article 174(h), it says:- “The objects of the devolution of government are- (h) to facilitate the decentralisation of State organs, their functions and services, from the capital of Kenya; and---” Devolution is not all about counties.
