  • 16 Jul 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, for allowing me to contribute to this matter. However, before I contribute to these amendments to this Bill, I do not know whether a definition of work for a spouse would include giving birth to children. That is a debate for another day. Unfortunately, Sen. Aaron Cheruiyot and Sen. Wambua have already left the Chamber. When I heard their contributions, Sen. Aaron seemed to have been worried about the impact of this past on the future. Listening to his contribution, I thought he was The electronic version of the Senate Hansard Report is for ... view
  • 16 Jul 2024 in Senate: reminiscing about his days at Moi University. You know, university students engage in so many activities. Mr. Temporary Speaker, Sir, I want to thank Sen. Veronica Maina for bringing this subject matter, which touches on daily living in all our communities in this country. The matter of succession has been very emotive. Most importantly is the process of succession that sometimes takes so long. As I speak today, a lot of assets and resources for families are held in abeyance. They cannot be accessed or used. They run to billions of money that would have positively contributed to the economy ... view
  • 16 Jul 2024 in Senate: saying, that you arrive at a funeral, then you look across the tents, and you find a brigade of people who resemble one another and have never met. You do not know what would happen next. We should encourage openness and responsibility. All children should be allowed to know their identity. Women should be encouraged not to hide the identity of the fathers of their children, which would contribute to resolving some of these matters. There is a situation where one of the parents dies, or one spouse dies, and the other decides to remarry. I encourage Sen. Veronica Maina ... view
  • 16 Jul 2024 in Senate: to try and engage, so that we balance the views of various communities in the amendments that we will put in place. I would also like to talk about having a will. We have seen and witnessed so many disputes or people disputing a will that was written by a deceased person, resulting into many long legal battles. I would like Sen. Veronica Maina to also think about this. I will do some research before I appear before the Committee on Justice, Legal Affairs and Human Rights on this matter of wills. Going forward, so that resources are not locked ... view
  • 11 Jun 2024 in Senate: Thank you very much, Mr. Speaker, Sir. I rise to support this Bill on allocation of monies to counties. As I support this Bill, we urge our counties, that the Senate having worked very hard to increase the allocation from the proposed Kshs391 to Kshs400 billion mark, expect our counties to be diligent in the utilisation of these resources. My own county of Uasin Gishu will have additional funds of over Kshs300 million. I expect that the County Government of Uasin Gishu will ensure that the VTCs that are on the verge of being closed, with only one out of ... view

  • 11 Jun 2024 in Senate: Mr. Speaker, Sir, it is incumbent upon this House to make sure that our counties utilise resources well and also take action on governors who, after allocating all these resources, dare not appear before Senate Standing Committees whenever they are required or requested to do so. Anybody who has agreed to receive public resources must be ready to accept to account for those resources on an equal measure as required by the law. As the Senate, we must also check on utilisation of the money. I urge that as we start the next session of the House, committees of this ... view

  • 29 May 2024 in Senate: Thank you, Madam Temporary Speaker, for the opportunity to contribute to this Bill. From the onset, I support the proposals for amendments to this Bill, however, with a number of concerns. This Bill sets out to correct or remedy our current situation as a country. A number of constituencies and wards in our country have been without representation for more than a year because the electoral body has been absent. The amendments that have been brought and discussed under the National Dialogue Committee (NADCO) are good, but we have areas of concern. I have read through this Bill, and my ... view
