The attention of the Standing Committee on Health has been drawn to a press release by the Kenya Renal Association, dated 3rd May 2024, regarding unethical transplant activities at Mediheal Hospital in Eldoret. The statement from the Kenya Renal Association has raised serious concerns about the reported commercialization of transplants and transplant tourism at Mediheal Hospital in Eldoret. The allegations involved the sale of kidneys from vulnerable donors and the importation of patients for transplants; actions that directly violate the Health Act of 2017, which strictly prohibits organ trafficking. On the matter of appointment of chief officers, I not only take it that the governor is lax in his duties, but also the County Assembly of Garissa should be called out for allowing such blatant defiance of the law by the governor. Thank you very much, Mr. Deputy Speaker, Sir. I rise to support the Motion by the Senator for Narok, Sen. Ledama Olekina, on the matter of pending bills. I urge this House that as we pass a resolution to this Motion, we instruct the CoB to ensure that the budgets for the Financial Year 2024/2025 for all counties take into account pending bills and that there shall be no funds disbursed to counties until all the pending bills have been paid.
