digitized. My request to the hon. Cabinet Secretary is that during digitization, all land under dispute should not be digitized because it further gives legitimacy to the fraudulently acquired titles. Secondly, the Cabinet Secretary stated she is constrained in terms of budget for the titling of schools. It is my view that school receive capitation for operations. It only costs a maximum of Kshs20,000 to get a title deed. Schools should process their own titles. I thank you.

What was the reason for the blackout in the better part of Monday in Nairobi, to the extent that the Nairobi Funeral Home and the Mbagathi Hospital did not have power? Also, what are the plans to ensure that Level 4 and Level 5 health facilities, where the Government intends to place equipment to support the rollout of the Universal Health Coverage (UHC), have three-phase power? Mr. Deputy Speaker, I rise pursuant to Standing Order No.105 on a statement of fact. Can the Senator for Nandi County prove that religious leaders are people of D- and D+? I am aware of my Bishop of AIC Church, who is a Phd holder. My leader, the moderator of Reformed Church of East Africa (RCEA) is a Masters holder. Is the Senator for Nandi in order to mislead this House that religious leaders have low academic qualifications?

Thank you very much, Mr. Temporary Speaker, Sir, for the opportunity to contribute to this Medium-Term Debt Management Strategy. My concern goes to two areas - on the issue of pending bills, both in the national Government and county government level. As we strive to manage debt, I think it would be prudent to ensure we also do not continue accumulating debts, particularly for county governments, for services rendered and goods delivered. budget for Financial Year 2024/2025 is approved and funds released, there should be provisions for payments of all pending bills. The Senate Majority Leader has suggested, and all Senators have followed up to support that intervention request that the Controller of Budget (COB) shares the reports of counties so that, as the Senate, we are able to check on the spending of the resources. It has been found that a number of counties are making requisitions for payments of pending bills, but the same funds are being diverted to other causes. That is why cartels thrive in this country because, they take advantage of the poor infrastructure network and a farmer who cannot transport their goods to the market because of poor road networks.
