  • 28 Feb 2024 in Senate: It is just one question with different words. Just allow me 30 seconds to finalise on that one. Cabinet Secretary, let us know whether the savings you are talking about is part of what is meant for Kipkaren Dam. If it is, then that money is not savings, it is supposed to complete that project and the Two Rivers Dam now that Eldoret is going to become a city and water is a serious requirement. Thank you. view
  • 28 Feb 2024 in Senate: Thank you, Mr. Speaker, Sir, for the opportunity to comment on the Report of the Committee on Energy regarding electricity. I rise to support that Report and thank the Senator for Nyeri and Chairperson of the Committee, Sen. Wamatinga, and his team for the good work they have done. The cost of electricity in this country has been an impediment towards achievement of industrialization as a nation as it is one of the cost factors that drive the cost of production high. Therefore, if we have to address the cost of living in the country, we must address the cost ... view

  • 28 Feb 2024 in Senate: The frequency of blackouts is high, making productivity difficult in this country. Nobody takes KPC to task for household losses, particularly when there are blackouts. Many people have lost their fridges and electronics because of power failures and blackouts. It is time we became strict with KPC, which is a monopoly. We should open up this space so that we can have more companies distributing electricity in this country and stop the monopoly of KPC, which is making them inefficient. They cannot innovate because they know whether they are efficient or not, they will sell electricity and determine the tariffs. ... view
  • 22 Feb 2024 in Senate: Thank you very much, Mr. Temporary Speaker, Sir, for the opportunity to contribute to this amendment by Sen. Osotsi. From the onset, I declare that I support the amendment on compliance to summons to Parliament. In my support for this amendment as a result of the behaviour of state officers who have been given the responsibility of managing resources and failing to account for the same resources even after being given the opportunity by the various committees of Parliament to appear and shed light. The opportunity state officers and Government officers are being given to appear before the committees is ... view
  • 22 Feb 2024 in Senate: Having served as a Governor, I do not find any good reason whether a governor, a Principal Secretary (PS), or a Cabinet Secretary (CS) can have not to appear before any committee of Parliament. As I stand here, I proudly say that I am among the governors who honoured all the summons to the Senate without failure except one when I was on paternity leave. I saw my colleagues and friends, the governors, asking the national Government to increase the allocation to counties to Kshs450 billion. You cannot expect to receive public resources and also refuse to account for the ... view
  • 22 Feb 2024 in Senate: I support this amendment and request Sen. Osotsi to consider the issue of having a responsible officer who will always be tasked with that responsibility and who can take instruction from Parliament to ensure that this is not just a law in paper but can be enforced to make sure it happens. I happen to serve as a Member of the Committee on Tourism, Trade and Industrialization. I share in the sentiments of my Chair, the Senator for Kajiado County; Sen. Seki, in the frustrations we have gone through in inviting Cabinet Secretaries to appear before the Committee. Even in ... view

  • 22 Feb 2024 in Senate: Mr. Temporary Speaker, Sir, there is nothing to correct. Sen. Okenyuri is in the House. She is a Member of that Committee. Let me put it more clearly. The Cabinet Secretary only appeared when we issued a summons. view
