  • 4 Oct 2023 in Senate: I request the National Treasury to expedite on disbursement once this Bill is passed. I have no doubt in mind, looking at the demonstration and the commitment of the national Government in releasing funds to counties. I have said before that present-time governors are very fortunate since they have timely release of resources. I am sure these additional allocations will be released on time, so that counties can utilize them and that no businessmen or suppliers of goods and services will have to lose their businesses. Kenyans as well will not lose their jobs on account of businesses getting closed ... view

  • 4 Oct 2023 in Senate: Thank you, Mr. Temporary Speaker, Sir, and Sen. Osotsi for indulging me. I just wanted to let the distinguished Senator for Vihiga County know that the industrial parks are a joint venture between the county and the national Government. Counties, in their budget-making process, already allocated Kshs250 million and they are the ones responsible for procuring. The national Government will then send funds as conditional grants. That is why the money for the industrial parks is part of the additional allocation we were processing. That is why the respective Cabinet Secretary is launching so that the processes can begin because ... view

  • 4 Oct 2023 in Senate: Thank you, Sen. Mwaruma, for allowing me to inform you. In the last sitting of the Cabinet, they directed the Cabinet Secretary to partially lift that moratorium. As it is now, it is partially lifted except for industrial mining which is deemed strategic for natural resources and other issues. I thought you should know that bit. view

  • 3 Oct 2023 in Senate: Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No.105. Is it in order for Sen. Tabitha Mutinda to mislead this House and say Turkana County has been receiving grants? As a point of information, from inception, Equalization Funds have never been released to any single county. This is the first attempt. You can have money in the paper, but to have the money reach the counties, it is the first time. We thank His Excellency, the President, that counties have now been able to get their equitable share for the first time, timely and with all the arrears. ... view
  • 3 Oct 2023 in Senate: Mr. Temporary Speaker, Sir, I believe Sen. (Dr.) Khalwale did not listen to the total contribution of Sen. Tabitha Mutinda. If you have heard the sentence correctly - and you might need to go back to the HANSARD - you will understand where I am coming from. That notwithstanding, first, let me start by saying that I support this Bill. One, because we are sending additional resources to the counties. For my County of Uasin Gishu, we are going to send an additional slightly above Kshs1 billion. Nevertheless, even as we do this in this Bill and support it, there ... view
