Thank you, Mr. Speaker, Sir. I rise in support of the Statement by Sen. Dullo on the alleged hacking of the IFMIS system. I have my reservation about whether the system is being hacked or being interfered with by the officers in the National Treasury. As you are aware, that system is entirely managed by the National Treasury and the national Government. County governments are users. This interference of IFMIS is not something that just started yesterday. There has been serious interference with IFMIS. Also, IFMIS has been used to deny counties funds by making sure that periodically and when it is convenient, IFMIS is not working. Mr. Speaker, Sir, late payments have been made in IFMIS without any services for goods being rendered because of the interference and the absolute access of IFMIS by the officers in the National Treasury. Mr. Speaker, Sir, I rise under Standing Order No.105, on a Statement of fact. I have heard the Senator for Isiolo County saying that the NLC is a department in the Ministry of Lands, Public Works, Housing and Urban Development. As far as I am concerned, the NLC is an independent Constitutional commission. Is it in order for the Senator to mislead the House?

Thank you, Mr. Speaker, Sir. I rise to support this question by Sen. Dullo. This is a practice we have seen the NLC undertake in various government projects. Remember the compensation for the Standard Gauge Railway (SGR). In my county, there was compensation for the Kenya Electricity Transmission Company Limited (KETRACO) transmission lines and we also seeing this in Isiolo County. The biggest challenge we have is the process of valuation by the NLC. I request that the Chair of the NLC be summoned to the House---
