Members, when we looked at this as a committee, we realized that the moment we begin talking about remuneration, we are going to put counties in a very precarious position. Community Health Promoters (CHPs) might then want to be confirmed and put on payroll in terms specified by the Salaries and Remuneration Commission (SRC) and the labour laws. Members, I beg to move: THAT clause 19 of the Bill be amended in subclause (1) by deleting the words “in accordance with the Kenya Community Health Policy” appearing at the end of the subclause. Hon. Members, if you read that, each county government has established and operationalised a community health unit in accordance with the Kenya Community Health Policy. So, we are proposing to delete the words “in accordance with the Kenya Community Health Policy” appearing at the end of the clause. view

  • 28 Sep 2023 in Senate: (a) in subclause (1) by deleting the words “special interest” appearing immediately after the words “a representative of” in paragraph (c) and substituting therefor the word “vulnerable”; and (b) in subclause (3) by inserting the words “renewable once” at the end of the subclause. Hon. Members, as a Committee, we thought to amend the word “special interest” and to be consistent with other provisions in the law that use the word “vulnerable”. We also proposed change the term of the Committee, so that a Committee can have a chance to renew once. view
  • 28 Sep 2023 in Senate: Madam Temporary Chairperson, I agree with the amendments for the deletion of the word “oversight” and introduction of the role of the county assembly in that, so that it is clear when we go to voting. view
  • 28 Sep 2023 in Senate: Thank you Madam Temporary Chairperson. In fact, the proposal by Sen. Osotsi is similar to that of the Committee. We had also proposed to amend Section 9 which states - “A person appointed as a CHV at the commencement of this Act shall be deemed to be appointed as a community health promoter under this Act.” We agree with that amendment. view

  • 26 Sep 2023 in National Assembly: Thank you, Mr. Speaker, Sir. The Facility Improvement Financing Bill is a critical Bill. As a House, this Bill is critical towards the implementation of Universal Health Care (UHC). As the Senate Majority Leader has put it, this is a Bill that is going to enable our facilities to address short-term emergency procurement of consumables within facilities that would have taken time if regular procurement processes were followed in the county. view
