  • 30 May 2023 in Senate: Mr. Speaker, Sir, I rise in support of the Motion to have the Senate sittings held in Turkana County. Having benefitted from the Senate Mashinani sittings, I would say that it is a very important session for the Senate. The Senate Mashinani has built capacity in our counties, particularly on devolved functions. On the aspect of accountability, it affords the Senate Public Accounts Committee (PAC) the opportunity to interrogate the books of accounts and also put the Governor to task. It also gives a chance to the Committee to meet the relevant heads of departments who are involved in the ... view

  • 30 May 2023 in Senate: for the county’s public resources; but entirely on its county government. I would wish many counties get an opportunity to host the Senate Mashinani and benefit from the experience. Turkana is a special county. It is the cradle of mankind. As we are aware, the county holds an annual festival known as Tobong’u Lore. I hope it shall coincide with the Senate Mashinani so that we can also explore the tourism potential of those counties. It will be an opportunity for the Senate to publicise Turkana County as one that is ready for investment. Turkana County hosts Lake Turkana, one ... view
  • 24 May 2023 in Senate: Thank you, Mr. Deputy Speaker, Sir, I rise to support the Petition from Nyeri County on the lack of absorption of the instructors to the county vocational training colleges. I stand here to confirm that the instructors to vocational training colleges are supposed to be employees of county governments because vocational training colleges, the then village polytechnics, were devolved and are a function of county governments. I know there was a big issue on the question of staff who were on contract. Since resources follow function, when you accept a function or accept to run a county government, you must ... view
  • 24 May 2023 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. I thank the CS for Energy and Petroleum for availing himself for this Session. I have two Questions to the CS, if you may allow. I am looking at the volumes that were extracted on 26th August, of 240,150 and 174,627 barrels. Do we have evidence to confirm the measurement of that volume documented? Can we confirm that the oil that was extracted and sold is that volume? Secondly, there is the table that shows the revenues of oil. I do not know whether the CS can avail evidence that the revenue ... view

  • 24 May 2023 in Senate: 292,479 just to assure this House and Turkana County that their oil was not sold for more but less was declared. Mr. Deputy Speaker, Sir, finally, since I can see that you are still consulting, allow me to ask the CS a question. Why is it that the connectivity in this country is not equitable? As much as connectivity has risen for the last 10 years, from around 20 per cent to probably around 60 per cent, why is it that there are counties that are at 95 per cent and others are at below 40 per cent? What are ... view
  • 23 May 2023 in Senate: Madam Temporary Speaker, I just want to inform the Senator for Elgeyo-Marakwet County that governors do not just give business to anybody. It is a procurement process that awards a tender to the lowest responsive bidder. So, the assumption that governors give businesses is not right. I hope the Senator for Elgeyo- Marakwet is informed. view
  • 23 May 2023 in Senate: On a point of order, Madam Temporary Speaker. I do not know whether the Senator for Elgeyo-Marakwet can prove that those who got business in Uasin view
