If that is done, what we are witnessing will not be seen. We must speak also to the matter of land administration in this country. Land administration is a concurrent function between county governments and the national Government. The government agency that issued permits for the dams upstream without considering the effects on the down-stream should appear before this House to explain how that happened. I realized that the accidents that occur on that bridge are attributed to the design of that road and not the carelessness of the drivers.
