In this Report, we are looking at the challenges the counties have gone through in completing those projects, most of which arise because of delay in disbursement of the conditional grants to counties. I thank this Senate for passing the Conditional Allocation Bill, which is now an Act of Parliament, which will make it easy for follow-up of funds to be released.   • 18 Jul 2024 in Senate: During the period under review, there were a lot of challenges in getting the National Treasury to disburse the funds that were allocated and meant for counties. The National Treasury as currently structured, still behaves and lives in a manner to suggest they work and belong to the national Government, but at will and pleasure, serve the counties in their spare time.   • 18 Jul 2024 in Senate: I intend to bring a statement to this House so that the Standing Committee of Finance and Budget can investigate the alleged pending bills in the Uasin Gishu County Government. Madam Temporary Speaker, as far as I am concerned, because I was the previous Governor of that County, there were no pending bills, except for a Kshs45 million bill to the County Pension Fund (CPF), which accrued from accrual deficits that they were unable to supply documents to support payment during my tenure. Veronica Maina for bringing this subject matter, which touches on daily living in all our communities in this country. The matter of succession has been very emotive. You do not know what would happen next. We should encourage openness and responsibility. All children should be allowed to know their identity. Women should be encouraged not to hide the identity of the fathers of their children, which would contribute to resolving some of these matters.   • 16 Jul 2024 in Senate: to try and engage, so that we balance the views of various communities in the amendments that we will put in place. I would also like to talk about having a will. We have seen and witnessed so many disputes or people disputing a will that was written by a deceased person, resulting into many long legal battles. I would like Sen. Veronica Maina to also think about this. I will do some research before I appear before the Committee on Justice, Legal Affairs and Human Rights on this matter of wills.   • 11 Jun 2024 in Senate: Thank you very much, Mr. Speaker, Sir. I rise to support this Bill on allocation of monies to counties. As I support this Bill, we urge our counties, that the Senate having worked very hard to increase the allocation from the proposed Kshs391 to Kshs400 billion mark, expect our counties to be diligent in the utilisation of these resources. My own county of Uasin Gishu will have additional funds of over Kshs300 million.
