with waste water or sewage water, and we had a diarrhea menace in the whole county. Before we could settle, recently, we were served with water that looked like strong tea from ELDOWAS. County governments must take the management of water provision seriously and take the necessary steps to ensure that there is clean water so that the health of our citizens is also guaranteed. Finally, Mr. Speaker, Sir, on the issue of the death of the doctor, I wish to let all hospitals in the country, whether private, mission, or Government, know that the law that has now been ...

Thank you very much, Madam Temporary Speaker. Let me congratulate Cherarkey for recognising that former governors can help current Senators to become governors. I just want to ask the Cabinet Secretary, alongside that supplementary of Kimuri Coffee Factory. One of the challenges cited is that farmers often have to travel long distances to deliver their produce to the nearest factory. I would like to inquire what the Cabinet Secretary is doing to ensure that the services of the Coffee Research Institute, a very important organization for enhancing coffee productivity and quality, are made accessible in other parts of the country. ...

Specifically, I am referring to the western region of Kenya, which includes the former Western, Rift Valley and Nyanza provinces. Coffee is now being cultivated as a serious commercial crop in these regions. It is crucial that these services are available to boost productivity and facilitate the establishment of new factories in the region. Thank you.

There is no way Sen. (Dr.) Boni Khalwale can go with that Statement while I sit here. Understanding Order No.105, can he provide evidence that, as a governor who served 10 years, I was drunk with power? There is enough evidence that I was not drunk with power; that is why I am in this House. So, he cannot say governors. Can you name the specific governors who are drunk with power, Sen. (Dr.) Khalwale?

Thank you, Hon. Deputy Speaker, Sir. First, I would like to thank the Committee for doing a thorough job on this matter. I rise to support the work of this Committee, only on three areas. On the County Aggregation and Industrial Parks (CAIPs), where the counties and the national Government are partnering, we have counties which are given money by the national Government to the tune of around Kshs116 million. However, for the last one- and-a-half years, they have not been able to move and those projects are not on course. However, some counties are doing very well. I agree ...

overall value of getting those roads done. I would wish to persuade my colleagues that the Kshs7 billion over above, that has been raised, be actually used for that model. On the issue of fiduciary risks that we have seen in counties, we thank the Committee for actually exposing the areas where funds are being lost. I am surprised that in my own county of Uasin Gishu, there is a variance in financial statements to the tune of Kshs55,167,000. That is not even surprising, but rather, the unsupported expenditure on fuel, oil, and lubricants amounting to Kshs177,043,731. I am aware ...

Thank you, Mr. Speaker, Sir. I have one supplementary question, but first, let me thank and congratulate the Cabinet Secretary for Water, Sanitation and Irrigation for the good work he has done. Providing a list of those people who need to be compensated is a phenomenon in this House when you ask a Cabinet Secretary to provide documents. So, this is a good start. My supplementary question to the Cabinet Secretary is related to that as an irrigation project. What happened with the Lower Sabor Irrigation Project in Moiben Sub-County, Uasin Gishu County?

Thank you, Mr. Temporary Speaker, Sir. Cabinet Secretary. It looks like there are too many incidents associated with Kenya Wildlife Services officers. We had an incident in Nakuru and Tana River Counties. Your Ministry should probably focus a little bit on the officers. Finally, I request that the Cabinet Secretary visit Marsabit to assess the situation.
