The development and maintenance of the road network in this country is key to economic growth and poverty alleviation. Production of goods and access to markets by small and medium-size entrepreneurs depend on good roads. Additionally, those who live in ASAL areas also depend on a good road network. have difficulties with the county governments in trying to determine which roads would be done by the Members of Parliament and which ones would be done by the county governments. Because of this Bill, that confusion will be eliminated. The Bill also classifies roads into three main categories; namely, the primary national trunk roads, the secondary national trunk roads and the county roads. The roads are the responsibility of a specific authority- Kenya National Highway Authority (KeNHA) and Kenya National Secondary Roads Authority (KeNSRA). This Bill is extremely important because it affects a lot of people, particularly community members who do not have a say on how their land is managed. It is important because an institutional framework has been laid on how community land shall be owned, registered and managed. We need to categorically state that community land shall be owned by the community. It is vested in the community and it can be held under the following tenure systems: Customary law, leasehold or freehold. Yes, on sub clause (3) of Clause 40. I would like him to be specific in terms of the number of days the county planning authority will adequately hold meetings with the stakeholders. Many times, the county planning authority might be afraid to spend much time with the citizens in the wards because they fear that the people may not go along with their development plans. So, they might just go there for a day and then disappear. If we become specific and say that they will spend, say, seven days in that ward, it will be very good.
