Mr. Temporary Deputy Speaker, Sir, I would like to make a few remarks in support of this Motion. We all know that the purpose of Supplementary Estimates is to enable the Government to meet unforseen and unexpected expenses which arise in the course of the financial year. In these Supplementary Estimates, my Ministry is seeking a further Kshs1.7 billion. Out of this Kshs1.7 billion, Kshs1.3 billion will go to the KPLC, to cushion Kenyans against tariff increase. There has been an on going---

Mr. Temporary Deputy Speaker, Sir, I am seeking an extra Kshs1.7 billion plus re-allocation of other funds which we had already been allocated. Mr. Temporary Deputy Speaker, Sir, the Kshs1.3 billion, as I was saying, will be used to cushion Kenyan customers against the tariff increase. There is an on-going study, funded by the World Bank, being carried out under the auspices of the Electricity Regulatory Board (ERB). This study is just about to be concluded. It was supposed to have been concluded last year, but because of some delays, it was not. It is not the intention of the ...

Mr. Speaker, Sir, on 11th April, 2007, the Member for Keiyo North, Mr. Chepkitony, requested a Ministerial Statement from me on the current countrywide shortage of petroleum products, particularly diesel and petrol. He specifically wanted to know the causes of the shortages and the intervention measures the Government is taking to alleviate the shortage of both diesel and petrol in the short-term and the long-term. Mr. Speaker, Sir, it is true that Kenya and the neighbouring countries of Uganda, Rwanda, Burundi and Eastern Democratic Republic of Congo have been experiencing an unprecedented challenge of petroleum product shortages, especially diesel and, ...

Mr. Temporary Deputy Speaker, actually, the immediate cause of the shortage, as I have said, is due to a very sharp demand for diesel for generating electricity in Uganda as a result of unforseen and unexpected drought in that country. We have done sufficient planning. The pipeline expansion has been on-going for several years and, as we speak now, the implementation is going on. Mr. Temporary Deputy Speaker, Sir, I think it not true even to imagine that, that shortfall is being stage-managed because it is real! We do not need to stage-manage anything because the capacity enhancement of the ...

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to say that Ministers do not listen, when my colleague, hon. Tuju, was here listening?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to mislead this House and Kenyans about the origins of the CDF, while he clearly knows that it originated from us when we were in the Opposition? That is because their Government had ignored the Opposition areas in terms of development. The hon. Member knows that it is us who wrote the draft Bill and passed it when we came into the Government. Is he in order to mislead the House that the Government was not involved? December 7, 2006 PARLIAMENTARY DEBATES 4317
