  • 1 Mar 2016 in Senate: Mr. Speaker, Sir, I appeal to you. I have requested for a list of all the roads in Kenya identified by KERRA under the Low Volume Seal Roads Programme. That list is already in existence whether the CS is there or not. Could we have the list within one week as we wait for the CS to be summoned to appear before the House? It might help us interrogate him when he comes. view
  • 25 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, I support this Petition and commend the MCAs of Vihiga County who thought it fit to bring this Petition to this House. The MCAs are supposed to be the primary agents of accountability in the counties, but most of them are not doing that job because they have been compromised by the governors. I do not ... view

  • 16 Feb 2016 in Senate: Mr. Speaker, Sir, I commend you for bringing the Budget Policy paper for scrutiny by our committees at this particular time. As Sen. Mutula Kilonzo Jnr. said, this Budget Policy paper was brought to the Standing Committee on Agriculture, Livestock and Fisheries. We studied it and made very detailed comments. We were also assisted by the Parliamentary Budget Office in the analysis. One of the key things we noted is that the Government’s proposals fell short of the Maputo Declaration which has said that 10 per cent of the total national budget should be allocated to agriculture. When the final ... view
