On a point of order, Mr. Temporary Speaker, Sir. We do agree that this was a Special Sitting and, indeed, Members are entitled to debate, but we are now at the Third Reading Stage and the debate at this stage should not be like the debate on the Second Reading. We should just make one or two comments and sit down. We are begging the Senate Leader of Minority to respect the traditions of the House and not debate as if it is on the Second Reading. Ndiema, requested for a Statement from the Chairman of the Standing Committee on Agriculture, Livestock and Fisheries regarding the supply of Di-ammonium Phosphate (DAP) fertilizer by the Government. In the Statement, the Chairman of the Committee was expected to inquire into and report on:- (1) How much DAP fertilizer the Government had supplied in the 2015 for sale at a subsidized price

The amount of DAP fertilizer the Government supplied in 2015 for sale at a subsidized price is as follows: (1)The Government procured a total of 18,750 metric tonnes of DAP fertilizer for sale to farmers at a subsidize price of Kshs1,800 per 50 kilogrammes down from Kshs2,000 which was charged last year. Mr. Deputy Speaker, Sir, 5000 metric tonnes have been allocated to sugar mills for sugarcane farmers, while 1,3750 metric tonnes is being sold to farmers through National Cereals and Produce Board (NCPB) depots. Thank you, Mr. Deputy Speaker, Sir. Let me start with the last one. We have the report which was tabled in the Senate regarding the allegations made against various people suspected of corruption. From it, it is quite clear that the CS for Agriculture has not stepped aside because of any issues touching on fertilizer. It is to do with other issues other than fertilizers and I will request the Senator to read that Report. Mr. Deputy Speaker, Sir, I have already stated earlier that DAP is being made available to farmers in Trans Nzoia upon request. Some DAP fertilizer has already been availed to some farmers in Trans Nzoia County according to the answer which I have from the CS. That is why I am saying very soon because it is already happening.
