(Dr.) Pukose. I agree with him that ICU centres are critical surgical units in this country. It is, indeed, a tall order to establish ICUs and blood transfusion centres in every constituency. I want to join my colleagues from western Kenya in lauding the President. I believe that the region is happy. Mumias Sugar Company being the main economic entity in that region, sugarcane farmers must be celebrating. Hon. The first one is the Technical, Vocational, Education and Training (TVET). This is a very important Vote and it is important for this country as stated in the Jubilee Manifesto. I join the rest of my colleagues in saying that this country needs to fix security matters. Until we develop systems and have officers who are skilled through a lot of training, it will be very difficult. I agree with my colleagues that the Police Force is facing a lot of challenges. A week or so ago, we had a challenge between my constituency and Tanzania. Whenever you approach the police, they always say that they do not vehicles or fuel. It is ... view
