  • 11 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, let me take this opportunity to congratulate my very good friend, hon. Sang. This Bill has come at the right time. Look at the statistics, they reveal that 1.3 million Kenyans live with various disabilities; this is a high figure. I believe that this Bill has come at the right time because it is going to be of immense help to various people in this country who are suffering. I wish to give a few comments with regard to funding of this matter. Membership should be levied. At the same time, I want to concur with ... view
  • 26 Mar 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. Pursuant to Standing Order No.44 (2) (c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing on the development of road infrastructure network in the country. Hon. Speaker, road infrastructure is critical for the economic development of the country. However, the development of roads in the country has been undertaken in a discriminative manner, which has seen most parts of the country left out. In the Statement, the Chairperson should inquire into and report on:- (i) the number of kilometres ... view

  • 26 Mar 2014 in National Assembly: Thank you, hon. Deputy Speaker. As we appreciate the work that the Ministry is doing, it is good for us to know the work that is being in our constituencies. As I speak, there are some pans that are being done in my constituency. However, how can the Ministry start doing these works before--- It is very difficult for the work to go on now that it is raining. view

  • 26 Mar 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I rise to support this Bill and I also want to thank my friend, hon. Ng’ongo, for coming up with these amendments. Hon. Temporary Deputy Speaker, I believe the intentions of these amendments are to help the very ordinary Kenyans. However, I know that at the moment in this country, we are talking about the wage bill and other things. When I look at these amendments; the livestock industry has not actually been taken care of. When you look at Clause 45, where he is talking about insecticides, fungicides, herbicides and so ... view

  • 26 Feb 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I rise to second the Bill which, perhaps, is long overdue. I want to thank hon. Lati for coming up with this Bill. It is, indeed, true that majority of pastoralists in those areas are marginalized. Hon. Temporary Deputy Speaker, the Constituencies Development Fund (CDF) has done a lot in those areas. It is through CDF that education, health facilities etcetera have been improved in those areas. The role of that Fund is to improve the basic infrastructure like water, roads, health facilities and electricity. I believe with the support of this ... view
