3 Dec 2024 in Senate:
I wish that the Senate Majority Leader would expound on this section. It should state that the authority shall take cognisance of the fact that sometimes the exchequer delays in remitting the money. I can see the time is running up, and you are trying to eat into my time. But it is okay. I wish that, my dear friend will, on this particular last sentence, which I am going to try and highlight, where you say that, “or any other day which may be notified in writing or approved by the authority.” You should go back to the function ...

20 Nov 2024 in Senate:
Thank you, Mr. Speaker, Sir. I rise to contribute on the statement by Sen. Mundigi on the welfare of police officers upon transfer or retirement. Let me appreciate the distinguished Senator for bringing an important issue. When the Standing Committee on National Security, Defence and Foreign Relations will be looking into the statement, it is important for the public to be made aware whether when a police officer is transferred to Turkana, Tana River or West Pokot because of indiscipline or punishment for a certain reason. It happens abruptly and affects the social setup. I am aware of a situation ...

20 Nov 2024 in Senate:
Mr. Speaker, Sir, I have no beef with people coming together to help one individual improve their status of living. I grew up in a society where we encouraged the harambee movement. However, I believe that the pace we are now taking in regulating fundraisings is completely ill-advised. I say so, because I have taken some time to read through the Public Fundraising Appeals Bill (Senate Bills No.36 of 2024). I do not support the proposals made in this Bill. We are a country that should be working hard to ensure that every citizen has access to free health care. ...

20 Nov 2024 in Senate:
How do you foster great philanthropy when everybody in this country knows that the only people who can come up with money are politicians? Are you not encouraging corruption then? Are you not encouraging an issue where you are elected to office because of how much you can give instead of meritocracy? We need to focus on developing this nation. We need to come up with policies that will ensure that we narrow this gap between the rich and the poor; those who have and those who have none. We made progress by introducing a new Constitution. We now have ...

20 Nov 2024 in Senate:
Let us sit down and see how we will make sure that we develop policies that will ensure that in future, a granddaughter of the Majority Whip or the Senate Majority Leader will go to school, not having to worry about harambees.

20 Nov 2024 in Senate:
Yes. The Senate Majority Leader keeps on telling us about harambees, which is pushing us back. We were profiled as a less developed country. We went up to a medium developing country. We have now gone to a point where we have developed nations. I am sure my good brother, the Chairperson of the Committee on County Public Accounts (CPAC) will tell you that when they went to the Conference of the Parties (COP29), our Presidents did not even go. So, it was just a room full of individuals who have dreams, but cannot implement them. They were just talking ...

20 Nov 2024 in Senate:
charge of Foreign Affairs has decided to give immunity status to one charitable organisation called the Melinda Gates Foundation. One word caught my attention when it came to the reason for giving that immunity. This is a charity organisation that has been set up to fight poverty. This is why we are giving them immunity. This immunity only extends to expatriates who come and work in this country. However, Kenyans who would have been co-opted to work in that company would not be immune. Come on. Why are we creating these different classes? Why are we profiling people? So, I ...

20 Nov 2024 in Senate:
Thank you, Mr. Temporary Speaker, Sir. I am not a pessimist. I like to be a realist. I have listened to the good Cabinet Secretary stating that for Narok County, we will have 1,320 houses. We have six sub-counties in Narok County. She has indicated that there are 220 units in every sub-county. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate.

20 Nov 2024 in Senate:
Madam Cabinet Secretary and I strongly believe that you mean well. Can you tell this House where you have identified the land for the 220 houses in Narok East Constituency, 220 houses for Narok North Constituency, 220 houses for Emurwe Dikir Constituency, Kilgoris Constituency and Narok South Constituency? While at it, Madam Cabinet Secretary, I would like you to apprise the Senate---
