It is really sad because what we are talking about is not money which is sent to county governments. This is money that has been utilized by the national Government. I hope that next time we have such Bills or Motions to discuss, we will be given the 15 minutes time that is in our Standing Orders instead of curtailing debate. People out there will not understand if we are told by our own colleagues that we should not agree to reduce money that goes to our counties, yet the Equalisation Fund is not going to the counties. Let them send any money that has been set aside for Equalisation Fund. However, is she in order to allege that the Committee has allocated Kshs62 billion, yet the figure is calculated based on what the Constitution states? It is imperative that we provide facts. When you hear that the Committee has allocated Kshs62 billion, it is not. It is imperative to come out clearly because the HANSARD will bear us witness. She should be very clear on the total amount that has already been disbursed scientifically. It is that simple. view
