  • 31 Oct 2024 in Senate: Madam Temporary Speaker, I wish my dear brother would listen to me and listen keenly to my contribution. My contribution is geared towards making sure that he achieves what he wishes to achieve; and maybe by just amending. Article 189 of the Constitution of Kenya says: view
  • 31 Oct 2024 in Senate: “Government at either level shall perform its function and exercise its powers in a manner that respects the functions and institutional integrity of governments at the other level and respects the constitutional status and institutions of government at the other level and in the case of county government, within the county levels.” view
  • 31 Oct 2024 in Senate: This Motion will achieve some significant progress if only it focuses entirely on auditing county bursary funds. We need to start from there. This Motion would achieve significant progress if designed to audit the funds being allocated by the Ministry of Education. The Ministry of Education is at the national level. The Acts in county governments are County Government Acts. I do not want my brother to misquote me on this - that I fully support his intention. I think he is on to something very big; something that will be able to bring discipline. The truth is there is ... view
  • 31 Oct 2024 in Senate: I can see my time is running out. However, it is important for us to calculate the cost of education per learner and make this information public for primary, secondary and tertiary institutions, including a detailed breakdown of the annual financial requirement for each student across the country. I fully support Sen. Thang’wa on this. I beseech him to pursue the root of coming up with a national legislation to manage bursaries. When you follow that step, please do not start an authority. Sit down with our legal counsel and come up with a piece of legislation, which is brief ... view
  • 30 Oct 2024 in Senate: Mr. Speaker, Sir, I would quickly like to comment on two statements. Let me begin with the statement by Sen. Kisang on the issue of fake mobile equipment. The electronic version of the Senate Hansard Report is for information purposes only.A certified version of this Report can be obtained from the Director, Hansard and Audio Services,Senate. view
  • 30 Oct 2024 in Senate: It is imperative that when the committee is investigating this issue, they need to have a comprehensive discussion with the Kenya Bureau of Standards (KeBS). Since we are trying to encourage companies to produce locally. If we have a lot of fake or substandard equipment, especially telecommunication equipment which are being sold in the market, it hinders our effort as a country to promote local manufacturing. They are also very dangerous because they do not really use all the standards and safety measures that are required for the production of telecommunication equipment. They could be very dangerous to your health. ... view
  • 30 Oct 2024 in Senate: Thank you, Mr. Speaker. I appreciate this. I want to request a statement on the killing of Mr. Edward Kairo by an officer of the Anti-Stock Theft Unit (ASTU) of the Administration Police Service at Ilmolelian sub-location in Narok County. Mr. Speaker, Sir, pursuant to Standing Order No.53, I rise to seek a statement from the Standing Committee on National Security, Defence and Foreign Relations regarding the killing of one Mr. Edward Kairo, a Form 3 student at Larmudiac High School by Inspector George Rukunga, the Officer- in-Charge at the Kiramba ASTU Camp at Ilmolelian sub-location in Narok County on ... view
  • 30 Oct 2024 in Senate: In the Statement, the Committee should: (1) Report on the circumstances that led to the fatal shooting of Mr. Edward Kairo by Inspector George Rukunga, stating whether the ASTU officer was acting under orders, and if so, provide evidence of the same. (2) Provide a status update on investigations by the Independent Police Oversight Authority (IPOA) into the incident, outlining disciplinary actions taken against capable police officers. (3) State measures put in place to ensure that the family of the late Mr. Kairo get justice for the killing of their son. I thank you. view
  • 30 Oct 2024 in Senate: Thank you, Mr. Deputy Speaker, Sir. The principle of separation of powers, requires the county assemblies to be independent. However, currently, as we are in this country, I blame the framers of the Constitution, because of the rush to set up county governments, they never saw a problem when it comes to the issue of the Executive controlling the assemblies. Today, when the Clerk or the Speaker of the Assembly wants to authorize payment for the administrative cost, payment for plenary sitting and allowances, they depend entirely on the Executive. In most cases, the Executive will decide whether to approve ... view
