6 Aug 2024 in Senate:
When you argue for or against a matter, you must give the background and reasons as to why. So, I am arguing as I respond to the statement that you raised. Your colleague who was sitting there before you, I assume you are still the same Speaker, gave directions and indicated that---

6 Aug 2024 in Senate:
Mr. Temporary Speaker, Sir, although I agree with you entirely, you know, when you sit in school and you are taught how to speak, you never use anyone else's words. However, in this case, I gladly accept we stand down this report until this House has proper information. If it calls for the entire process to begin afresh, so be it, because whatever we are getting here is not right. If you look at these results of 70, 71 and 74, you will just conclude that it was an average given and the scoring was skewed. I can see we ...

24 Jul 2024 in Senate:
Thank you, Mr. Speaker, Sir for giving me an opportunity to make some brief comments on this proposed legislation by my good friend, Sen. Abass. From the onset, I am not sure if I support this legislation because we seem to be on a trajectory of over-legislating in this country. We are talking about austerity measures, reducing expenses and fidelity to the rule of law. If you look at the Fourth Schedule of the Constitution, Part 2 (12), you will see that firefighting is a devolved function. I have taken a few minutes to search through the net to see ...

24 Jul 2024 in Senate:
Mr. Temporary Speaker, Sir, that is creating jobs for people, for private companies. It is just like we saw the hurdles in the Social Health Fund Bill, where one section was put there to channel all administrative services of health in this country to a private company. Mr. Temporary Speaker, Sir, I want us to be very careful when it comes to dealing with matters that affect county governments. We are in this House to protect county governments. When we now invite the national Government, we must be very careful and ask ourselves very serious questions. I know there was ...

24 Jul 2024 in Senate:
Constitution on whether it is a Money Bill. They are saying that this is not a money Bill, within the meaning of Article 114 of the Constitution. We have issues that deal with intergovernmental agencies such as control by the national Government through the Executive and its operationalisation through county governments. What happens then to the existing pieces of legislation that have been passed by county governments? We know well that a national law supersedes that of a county government. We must ask ourselves very serious and critical questions. I invite my brother, Sen. Abass, to relook at this and ...

24 Jul 2024 in Senate:
Mr. Deputy Speaker, Sir, allow me to thank all the Members of the Senate who contributed to this Motion. This is an important Motion that deals with matters of due diligence and fiduciary responsibility. It is imperative that the recommendations proposed by the Committee, which I sit on, are adhered to. There is a big lacuna in the law on matters to do with funds given to the country by donors. For example, if you find that the National Treasury, which receives the funds, has another procuring entity for the Ministry for Health (MoH), it becomes problematic. I am happy ...

24 Jul 2024 in Senate:
Madam Temporary Speaker, allow me to begin by appreciating my two colleagues – Sen. (Prof.) Kamar and Sen. Faki, from the Coast – who were among Members who represented the Senate. I always consider these as talk shows especially when we go to a forum organised by a charity. Even though I do not agree with him in most of his contributions, the Speaker of the National Assembly proposed something which is very important. It is about time that we decide whether or not we want to completely delink from this tie that we have had with the Commonwealth for ...

24 Jul 2024 in Senate:
Madam Temporary Speaker, yesterday I was listening to a young citizen of this Republic. He was making a lot of sense, complaining that he has a wife at home but he has no food and no job. He has a child that he needs to take care of. He needs a job in order to live a good life. These hon. Members of Parliament, both of the National Assembly and the Senate, sat with their colleagues from the Commonwealth Nations celebrating 10 years and discussing issues to do with food security, marginalization, terrorism, integration and working together. They should really ...

24 Jul 2024 in Senate:
This event took place on 13th September 2023 and we are now going to 2025. Maybe, if my colleagues had tabled, prioritized, brought up this matter and submitted this Report for the Senate to note six months earlier, we would not have been dealing with the issues of Gen Zs right now. Maybe we would have learned from that and would not have waited for the Gen Zs to come and remind us that, they are hungry and jobless, and us and the Executive are corrupt. Maybe we would have learnt something from this. Since we spend money to go ...
